Job Title: Head of Learning Technology

Salary: £56,560 to £60,714 plus a Location allowance of £1,639. You will receive £56,560 the band minimum. Progress to the band maximum of £60,714 will be via incremental progression.

As Head of Learning Technology, you’ll deliver effective development strategies across our organisation - and help us protect Londoners.

In this specialist senior role, you’ll utilise the Met’s Learning Management System (LMS) to shape the delivery of our training needs. You’ll integrate blended learning solutions, and promote specialist training and development to our officers and staff. We want to achieve the Met Pillar objective of becoming a learning organisation – and you’ll help us do just that. You’ll have a solutions-focused mindset and be proactive in driving forward opportunities for improvement.

With your strong knowledge of LMS integration and people development technologies, you’ll be organised and logical. You’ll direct the ways that learning is designed, delivered and evaluated in line with LMS capabilities. As an excellent communicator, you’ll inform senior leaders of where the knowledge gaps are – and influence change. Not only that, but you’ll lead with integrity and in accordance with Met values.

To join, you’ll be adept at getting the most from new technologies and talent management tools, preferably Cornerstone OnDemand. Experience with training and certifications in the public sector is essential. As is a Bachelor’s degree in Business Administration, Computer Science or a related field. Plus, you’ll have experience with large scale rollouts of talent management tools and have a proven ability to exceed objectives.

Key Result Areas

  • Lead the successful setup and deployment of the new LMS which is the digital infrastructure that will underpin the MPS Learning Strategy. This is a specialist senior role to help drive the delivery and optimisation of the LMS to provide specialist training and personal development for all MPS officers and staff. This role is essential to deliver on the corporate Met Pillar objective of becoming a learning organisation, as the LMS delivers targeted learning at scale across London.
  • The role holder will proactively and continuously engage with senior executive officers / police staff equivalent (internal and external) to drive LMS capabilities to deliver strategic training requirements. They will provide strategic direction on the ways that learning can be designed, delivered and evaluated in-line with LMS capabilities and lead on escalating LMS new investment decisions based on MPS priorities and risk
  • This important role is accountable for development and delivery of the LMS, improving the functionality and capability of the LMS to promote usage and engagement across the business. In addition, the role holder will own and develop the data improvement strategy.
  • The role will be responsible for providing senior leaders with key strategic learning data to fully understand:

      Essential Criteria

        • Detailed knowledge and understanding of commercial, contractual and procurement design constraints to enable consideration of all viable training platforms
        • Strong experience managing, developing and supporting an intuitive, centralised LMS for a large organisation with knowledge of the systems business & technical architecture, functionality, data flows and reporting capabilities / channels, ideally with full application lifecycle experience.
        • Experience working at a national level to ensure the MPS is at the forefront of LMS developments and requirements.
        • Experience disseminating data dashboards through senior leadership networks across both a complex public sector organisation and associated partnership networks in a timely and effective manner.

        Skills

        • Skilled negotiator capable of senior influence over the integration of the LMS with other systems to recognise and deliver opportunities for continuous improvement within all aspects of L&D delivery from content creation through to delivery.
        • Extensive knowledge of LMS risk management models and application to protect organisational reputation.
        • Strategic awareness to fully exploit the benefits of a data driven organisation in support of organisational and public sector performance, in a cost effective manner.
        • Excellent knowledge of the working intricacies of a fully functioning and large scale L&D department for the delivery of training, learning data and organisational learning with the associated constraints.
        • Excellent project management skills.
        • Excellent negotiation and influencing skills to manage relations with key stakeholder groups and commercial partners within a senior setting.
        • Knowledge and understanding of complex commercial, contractual and procurement constraints to enable consideration of training, data capture and reporting solutions within a large scale organisation.

        Experience

        • Experience of building and maintaining collaborative relationships across organisational boundaries and stakeholder groups including internal and external partners, to enable the smooth delivery of L&D services and projects.
        • Experience in managing the wider intricacies of large-scale performance data-sets and dashboards to inform long-term learning and development / continuous Improvement strategies.
        • Experience in managing staff identifying and analysing risks and opportunities to/for the organisation in order to mitigate wider risk exposure and capitalise on identified opportunities.
        • Experience delivering continuous improvement initiatives across a large workforce by proactively correcting inefficiencies within L&D learner data to secure successful outcomes.
        • Proven experience and skills to constantly seek to monitor and improve data, systems and processes within L&D via both internal and external answerable audits.
        • Experience of working within a wider partnership setting (client/contractor) for the delivery of a data audit service provision to best drive performance.
        • Experience of effecting change within a complex organisation, analysing performance data to drive the wider organisation towards data predicted opportunity.
        • Experience in managing, transforming, protecting and disposing of data, with a good working knowledge of the associated legislative framework for the protection of data.

         Communications and Working Relationships

            • Reports to the Head of Learning Curriculum & Technology, the post holder will have direct line management responsibility for the ‘Systems, Data & Improvement Team comprising of 13 FTE in total.
            • Engagement with organisational change programmes to ensure resulting training needs are identified and met.
            • Engagement with a wide range of critical partners across MPS Professions / Specialism areas to capitalise on core LMS benefits and capabilities.
