Job Title: CTP - National Estates Lead

Salary: £48,997 to £60,115 plus a Location allowance of £1,639. You will receive £48,997the band minimum. Progress to the band maximum of £60,115 will be via incremental progression.

In this key role, you’ll have an exciting opportunity to shape and deliver National Estates Strategy. Working across the CTP network with senior leaders, you’ll build on our vision and strategic objectives, making sure the estate is efficient and fit for purpose.  

At this level, you’ll be expected to lead different estate options at national and regional level, and to develop an asset plan. You’ll also co-ordinate the acquisition of owned, leased and third party premises renewals including break clauses and exit strategies.

Your work will bring you into contact with a wide range of contacts, as you tackle major projects and map each region’s investment options. Even better, you’ll have the opportunity to make the best use of our estate and instil smarter working practices. Everything you do will help CT policing to perform at its best. With so much at stake, you’ll need proven experience of forces or regional estates.

With this background, you’ll know how to devise estates strategy; manage projects; and use to data to make the estate more flexible and scalable. You’ll also have experience of change management and the application of smarter working principles. However, to succeed in this central role, you’ll also need to be adept at forging relationships. An excellent leader and communicator, you can manage multiple stakeholders and present a persuasive vision of estates strategy.

Job Summary

The National Estates Lead is a coordination role and will operate across the Counter Terrorism Network and build on the estates vision, strategic objectives and design principles and will:

  • Lead, shape and manage the delivery of the National Estates Strategy
  • Define future operational CTP scenarios
  • Understand Partner estate strategies
  • Identify and agree a number of business, operational, workforce, estate and technology assumptions
  • Lead different estate options at a National and Regional level
  • Work closely with Senior Leaders Nationally and at HQ level ensuing the National Estate is efficient, effective and fit for purpose
  • Lead the coordination and acquisition of owned, leased and 3 party premises renewals including break clauses and exit strategies
  • Develop an asset plan and prepare capital funding bids to address key building priorities
  • Lead on the coordination of major projects with senior stakeholders, suppliers and contractors
  • Engage with Regional Business Managers to map each regions business and strategic investment requirements and options
  • Lead on smarter working and increase utilisation making best use of available estate capacity whilst demonstrating value for money
  • Vice Chair of the National Accommodation Board           

Key Tasks

The post holder will be required to do the following:

  • To optimise the use of core assets with some new provision in the South East and South West working with National Business Managers and home force Property Service departments to fully utilise current building capacity
  • Building a picture of all National Estates assets by maintaining a high level data base of all buildings and locations used by CT Policing which will include owned, leased and rented assets and their end/renewal/termination dates to be able to fully understand the impact of reductions and associated costs/savings
  • Phase refurbishment of the CTU’s/CTIU’s to ensure their fitness for the future
  • Respond to lessons learned during COVID-19 and align with the workplace vision established by the CORVINA Programme (as appropriate)
  • Implement the ten year National Estates Strategy to realise a new CTP workplace vision to support a smarter, more agile way of working
  • Accommodate additional National requirements in the South East with associated operational, partner and co-location benefits as outlined in the CTP Blueprint
  • Rationalise and optimise other parts of the CT Estates that are underutilised building capacity before creating new facilities enabling value for money
  • Explore opportunities for co-location with other partners to enable stronger closer working relationship

  • Regularly communicates with senior management stakeholders at Ch Supt level in each region

Scope for Impact

The scope for this role is to:

  • Increase building capacity by improving space utilisation before creating new facilities
  • Enable the strategic and operational direction of the CTN Next Generation Blueprint and decisions made under the Strategic Efficiencies and Reinvestment Review
  • Create a more flexible and scalable estate to accommodate surges in space demand in response to major incidents and to support business continuity
  • Move National units outside of London and more widely when opportunities arise and where appropriate (and retain where National Units are already outside London)
  • Implement smarter working principles to support remote working and operational resilience, with an ambition for workforce agility aligned to the CORVINA Programme
  • Provide a working environment that encourages collaboration across CTP and with partners through careful design and infrastructure implementation
  • Advise on infrastructure investments which will need to ensure compliance with mercury and other infrastructure projects
  • Plan estates investments and seek funding via the CT Capital Sub Group
  • Pull together a National Estates Board and act as Vice Chair (line manager will Chair)

Dimensions

  • The role holder with not have any line management responsibility either directly or indirectly.
  • The role holder will play a key role in influencing and implementing National Estate Strategy, utilisation and optimisation across 30+ buildings nationally with a total Estate value of £1bn+.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

  • Previous estates knowledge at force/regional level or other equivalent organisation
