Salary: £56,560 to £60,714 plus a Location allowance of £1,639. You will receive £56,560 the band minimum. Progress to the band maximum of £60,714 will be via incremental progression.

A career in Counter Terrorism Policing is like no other, as you’ll be playing your part in protecting the public. Take on the role as the National Lead of the Business Development, Strategy & Demand team (BDSD) and you will be ensuring that Counter Terrorism Policing gets the technology it needs.

In this vital role, you’ll be leading the national section of the BDSD team. You will act as the single point of contact for our national CT Policing community, and will work closely with the BDSD Team lead. Together you will manage the incoming technology demands, so that Counter Terrorism Policing (CTP) business problems can be understood, developed and overcome. In the Technology Pillar, your team is at the forefront of the technological lifecycle and you will be responsible for making sure we capture requirements accurately, scope the most appropriate solutions and commission the right projects to meet our CTP needs.

Your day to day role will involve managing a team of business analysts, providing advice & guidance with respect to CTP governance, and be the point of escalation in relation to any issues. You will lead your team to capture user requirements, produce option papers and write resultant business cases for approval at governance boards. You will need a good understanding of CTP’s current and future Technology Strategy & Roadmap so that you can ensure all products and programmes are aligned. In addition, you will represent the Technology pillar at ‘national facing’ forums and governance boards.

It’s essential that you draw on your existing Business Analyst experience in a public sector setting. You will need an excellent understanding of the full technological lifecycle so that business cases result in projects being successfully commissioned and delivered into supported service. You must have knowledge and experience around developing business cases; notably the government green book 5 case model with the ability to quality assure the content e.g. for business change, finances, commercials, information security and project management. You will also need to understand technological issues and know how to make strategic recommendations, especially within the ‘secure’ arena.

You will need an understanding of the CTP Network and UK Intelligence Community (UKIC). Your background must include; leading a team(s) / staff management; experience in account management or business engagement. You must be an articulate negotiator who is excellent at building and influencing relationships with a wide variety of stakeholders including third party suppliers.

You must have a high degree of written communication skills hence be able to develop a range of documentation formats in order to provide information in a manner suitable to the target audience.  Managing multiple projects does not phase you.

Key Tasks

  • Act as the single point of contact for the national CT Policing Community with respect to all National information, communication & technology (ICT) demand / requirements.
  • Understand current and future needs for technology services. Ensure that requirements for new technology products and services are aligned to the CTP Policing Technology Strategies.
  • Provide advice on the suitability of new and emerging technologies within the National CTP Network.
  • Provide advice and guidance on the use of existing technologies and services for the National CT Policing Community.
  • Represent the BDSD Team and the Technology Pillar at internal Project Boards, CT Governance Boards and external Boards (e.g. external partner meetings) by which to; progress initiatives, provide; updates, manage expectations (both internal & external) and influence strategic ICT direction (where appropriate).
  • Oversee and manage a team of full time employees and contract staff (circa 8 staff) within the BDSD National team. Notably:
    • Discharging professional responsibilities with respect to: PDRs; attendance management; under performance; Fairness at Work and organisational change.
    • Manage expected standards of performance and behaviour.
    • Maintaining standards of professional conduct.
    • Monitor performance and, where required, produce development plans for staff, providing extra support where necessary.
    • Develop individuals in seeking to improve performance.
    • Lead by example in respect of standards on diversity, behaviours and values.
    • Seek to trust and empower staff in their work wherever possible encouraging innovation and creativity.
    • Provide support and guidance to staff in managing change.
  • Responsibility for the ‘quality’/ review of the BDSD National team’s outputs and any artefacts enforcing standards accordingly. Where applicable, assist police officers and staff with user requirements, scoping studies and business cases.
  • Create user requirements, scoping studies, business justification papers and business cases.
  • Liaise and work closely with colleagues within CTP Head Quarters and third-party partners. Ensure key stakeholders such as Finance Services, Commercial Services, Business Change, Information Security, Compliance & Assurance, Organisational Development Unit, and relevant external agencies have been engaged with when completing business cases.  Chair Technology Forums and Strategic Liaison Groups.
  • Review and implement Demand process improvements (notably capturing and transferring lessons learned from previous requirements).
  • Assist the BDSD Lead to Develop and evolve the CTP Technology Strategy and Roadmap.
  • Provide/ communicate regular updates on the status of technology requirements, initiates and business cases to the BDSD Lead.

Dimensions

Staff Management

  • Responsible for circa 5 Band M full time employees and 3 contractors.

Finance

  • Assisting BDSD Lead with cost analysis of business cases to ensure they are viable and their appropriate funding streams are identified.

Volume

  • It is anticipated that demand will result in the production of a minimum of 8 Business Cases per year with the monitoring of approximately 25-30 live national facing projects.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Essential Criteria

  • Experience in managing a Team comprising various roles, skill sets and

  • Experience of business analysis especially in both waterfall & agile technology delivery techniques.

  • A high degree of written and verbal communication skills and must have experience in developing, managing and delivering communications to a large and varied target audience.
  • Knowledge of the full Technology Project lifecycle i.e. knowledge of how software requirements are gathered, developed, through to solution delivery and support.
  • Knowledge of Financial management in relation to budgeting and forecasting.
  • Knowledge of Commercial limitations on public bodies i.e. requirement to tender to the market
  • Knowledge of specialist communications systems, data security systems and their management.
  • Proven skills in assessing and discussing strategic issues with senior management along with presenting potential solutions. The post holder must therefore have a high level of interpersonal, communications, business and technical skills in order to gain and maintain credibility with colleagues at all levels.
  • Proven experience in writing User Requirements, Scoping studies and Briefing papers.
  • Proven practical experience of the Government Green Book 5 case model for writing business cases.
  • Practical experience in the use of MS Office applications.

 

Desirable Criteria

  • The following qualifications in Business Analysis:
    • International Diploma in Business Analysis or modules within the qualification.
    • APMG Agile Business Analysis Foundation & Practitioner
    • PRINCE 2 and/or APMG Project Management Foundation & Practitioner
  • An understanding of the CTP Community and UK Intelligence Community (UKIC).
  • Knowledge of existing and forthcoming National CT corporate technology programmes / initiatives.
  • Comprehensive knowledge of CTP technology systems.
  • Proven experience in translating operational needs into user technology requirements, business cases and strategy.
  • Experience of handling differences of opinion and to develop an environment where conflict or problems can be resolved amicably.
  • Knowledge of CTP procurement processes.
  • Experience in delivering presentations.
  • An understanding of the various elements comprising CTP HQ specifically the composition of the CTP HQ Technology Pillar.
  • Enthusiasm, commitment, loyalty and determination to achieve results. The post holder must be prepared to challenge attitudes and behaviours which are incompatible with MPS and CTPHQ policies and values.
  • An understanding of the various elements within the MPS Specialist Operations (‘SO’ Business Group) in cases where national products, services and solutions are equally applicable to the ‘SO’ Business Group.
