Job Title: Technical Development Manager

Salary: £43,292 to £47,380 plus a Location allowance of £1,639. You will receive £43,292 the band minimum. Progress to the band maximum of £47,380 will be via incremental progression.

Fleet Services

The vision of the Metropolitan Police Service (Met) is to make London safe for everyone. We are radically changing to deliver high-quality policing services in a more efficient and cost-effective way, in line with the Mayor of London’s Police and Crime Plan. Changing operational demands affect the size, make-up and deployment of our fleet.

The Met are currently exploring options to support the acceleration of decarbonisation to achieve Net Zero Carbon status by 2030. With over 750 alternative-fuel vehicles already on the fleet, we are currently outlining targets for the full rollout of zero-emission-capable vehicles as we transition away from a reliance on petrol and diesel. For the Met, this is both an operational necessity and a legal obligation.

The Met’s fleet of 5000 vehicles, 1000 pedal cycles and 25 marine vessels are all-important physical assets that enable our officers and staff to carry out their jobs. The vehicles are a workplace for our officers and staff, carry sophisticated equipment for operational policing and providing a safe environment for the transport of the public and prisoners.

The vehicles are deployed on a wide range of duties and include such variety as general-purpose cars, protected public order carriers, motorcycles, armed response cars, pursuit cars, prisoner transport vans, transfer of plant and equipment. On many of these duties, the vehicles are subject to arduous use, responding to emergencies using police exemptions.

MO11 Fleet Services provides professional fleet solutions in support of all operational policing requirements across the Met in the most cost-effective way and is responsible for the entire lifecycle management of the Fleet.

The Role

The Technical Development Manager will work within the Engineering team to identify new technologies and develop them into solutions for implementation across the fleet. They will be observing legislation, regulations and industry standards to identify the impact on the MPS fleet of any new publications or revisions. Additionally, they will identify and implement improvements in the creation and management of technical documentation and processes. This will enhance the overall fleet operation, ensure that we meet operational demands and keep London safe by ensuring a safe, fit-for-purpose and available fleet in the most efficient and cost-effective way.

Key Responsibilities

  • Liaise with Customer Relationship teams to fully understand the requirements and technical specifications of vehicles and equipment for use within MPS.
  • Develop technical solutions to drive the transition from ICE to EV ensuring they meet operational demands and are fit-for-purpose in the most efficient and cost effective way.
  • Ensure compliance with statutory obligations, Road Vehicles (Construction and Use) Regulations 1986, resolving any conversion issues with suppliers, identifying and agreeing alternative technical solutions.
  • Convert requirements into a project plan for 3rd party suppliers, work closely with them to clarify any technical issues and concerns and ensure that all vehicle conversion projects are delivered right first time, on time and to budget.
  • Develop and maintain good working relationships with all key stakeholders and provide professional technical advice as to what is in “the art of the possible” for vehicles, equipment and conversion.
  • Monitor and report on the progress of prototype and technology demonstration conversion projects, ensuring their alignment to Fleet strategy and technical requirements.
  • Support the delivery of ad hoc programmes, projects, and continuous improvement initiatives ensuring their alignment to Fleet strategy and technical requirements.
  • Support the management of vehicle converters and rigorous quality control of vehicle builds.
  • Develop and implement Fleet technical standards including the Fleet Maintenance standards.
  • As part of the technical governance process, champion the change process for technical standards across Fleet Services.

Qualifications

  • Bachelor’s Degree in Mechanical Engineering, Vehicle Engineering or equivalent in a technical field (desirable)
  • HNC or above in Mechanical Engineering, Vehicle Engineering or equivalent in a technical field
  • EV design, diagnostics and repair qualification (desirable)

Knowledge 

  • Comprehensive grasp of automotive industry and engineering technologies
  • How to capture and specify customer requirements in complex vehicle engineering environments, preferably with emergency services content.
  • In depth technical knowledge of modern vehicle design and construction including hybrid and pure electric vehicles.
  • Good Knowledge of all statutory regulations and directives in relation vehicle conversions & maintenance i.e. Transport legislation, European Safety Signs Directive, European Communities (Motor Vehicle Type Approval) Regulations, Council Directive, Health and Safety at Work Act 1974, Provision and Use of Work Equipment Regulations 1988, Road Vehicles (Construction and Use) Regulations 1986 etc.
  • How to develop, lead and report on technical projects using a formal methodology such as PRINCE, NPI, Agile etc.
  • How to establish and lead a technical standards governance process.
  • Knowledge of automotive product development lifecycles, processes and engineering disciplines used for requirements management, design validation and change control.
  • Good understanding of AC & DC electrical principles and systems.
  • Knowledge of procurement policy and practices to ensure technical requirements align with commercial practices.
  • The ability to understand and analyse the impact of a technical issue, providing recommendations, presenting them to management to support and influence decision making and approvals.

Experience

  • Demonstrable experience of completing complex vehicle technical development projects on time and to budget.
  • Proven vehicle-engineering experience in product or system development.
  • Proven experience of collecting and interpreting customer technical requirements.
  • Experienced in project management of 3rd party suppliers.
  • Experience in producing technical documentation to support engineering projects.
