Salary: £69,161 to £79,882 plus a Location allowance of £1,721. You will receive £69,161 the band minimum. Progress to the band maximum of £79,882 will be via incremental progression.

Counter Terrorism Policing (CTP) plays a crucial role in keeping our country safe. It’s a vital mission and we have begun an ambitious new strategy to bring about a revolutionary change in how we use data to deliver it. Now that we’re establishing a detailed data strategy, you could enjoy a high profile and wide impact across CTP as you shape and transform how we manage our data.

As Head of Data, you will operate at senior leadership level and have autonomy to set the direction of all work related to the storage and exploitation of data. Our strategy includes a clear approach for acquiring, analysing and sharing data across policing, the intelligence community and, increasingly, the private sector. You will take this forward as you lead our high-performing principal policy data teams.

Also acting as Chief Data Officer for CTP, you’ll build and lead a stakeholder group to secure buy-in across the organisation. That will mean designing and articulating a vision and selling it to a broad group ranging from technical communities to law enforcement leaders and very senior operational customers. Additionally, you will design and implement new governance structures for data and achieve all this and more in close collaboration with external partners such as the Home Office. That will draw on your talent for influencing senior leaders across Whitehall and ideally, internationally.

Together with strategic vision and a leadership background, you will have proven experience of leading strategy development or delivering data or tech transformation programmes involving complex working relationships. You will have an understanding of law enforcement, national security or intelligence, and advanced knowledge and senior experience ranging from policy and architecture to ethical and security structures.

Besides your expert technical knowledge of data sciences, relevant tech or applied data analytics, you’ll have the ability to operate in a complex operational and compliance landscape.

The Role

The Head of Data is part of the CTP Senior Leadership Team, reporting to Director of Data and Analysis. The role will act as CTP’s Chief Data Officer (CDO) and will lead the CTP Network’s mobilisation of data through the CTP Data and Analysis Strategy. The role will head small teams leading data and strategy policy, key technology programme coordination and governance. It is central to CTP’s strategy that our use of data will always be lawful, ethical and proportionate.

The role will deputise for the Director on data-related issues. The role will work closely with the Head of Analysis to ensure our specialist analytical cadres and our wider workforce have the right tools. The role will work with our Chief Scientific and Technical Officer to ensure that CTP has the right technology, including ICT, infrastructure to realise our aspirations in the use of data.

Job Purpose

CTP has initiated an ambitious new strategy to realise a revolutionary change in our use of data to deliver our vital mission. To enable this, we need a dedicated data strategy, including a clear approach for acquiring, analysing and sharing data across policing, the intelligence community and an increased level of cooperation with the private sector. A principal overarching strategy for Data and Analysis in CTP has now been established by the new Director. We are establishing a detailed Data Strategy with an implementation plan and performance metrics.

The Head of Data will take this forward and lead our principal policy data teams. This role will also be the Chief Data Officer (CDO) for CTP. The post-holder will produce the new Data Strategy and CTP Strategic Plan for Data. They will build and lead a stakeholder group to secure organisational buy-in. This will require the post-holder to design and articulate a vision for data in CTP and sell this to a very broad group, necessitating substantial credibility with technical communities, very senior operational customers and key leaders across the law enforcement and national security sector. This role will design and implement new governance structures for Data in CTP including full compliance against a complex set of legal and policy standards. All of this must be done in close collaboration with external partners, including UKIC, the Home Office and wider Policing.

 Key Result Areas

  • Create and implement a CTP Data Strategy. Ensure that data is effectively, lawfully and reliably stored and shared across the CTP Network to achieve our mission.
  • Build the Network’s capability to share and analyse data to provide insight, to enhance operational outcomes and inform CT Policing’s strategy and priorities.
  • Establish strategic partnerships with the UKIC, the NCA, the MPS and the National Police Chiefs’ Council.
  • Establish direct links and coordination with the MPS Data Office. Build joint projects on data compliance, innovation (including applications of AI and automation).
  • Establish and o the CTP Data Capability Assurance Framework (the principal framework for assuring CTP data capability against technical, compliance, ethical and quality standards).
  • Initiate and lead a CTP HQ data ethics programme, including liaison with relevant government bodies, academia, think tanks and technical communities.
  • Champion and implement data management strategies and standards to institutionalise data quality management.

Scope for Impact

This is a high-profile role with wide impact across the CTP HQ and the Network. The post-holder will shape and transform how we manage our data nationally and in concert with partners. The role will work directly with key operational, capability and corporate leaders to develop our future use of data and establish assurance and governance standards. This will include leading our approach on ethics and proportionality in our use of data analytics, including AI. The role will also be central to building and leading critical new relationships with our policing and national security partners.

The post-holder will operate at the senior leadership level within the HQ and the wider CT policing Network. They will have autonomy to set the direction of the work of the Network in the storage and exploitation of data. The Data Strategy, with a plan and associated control measures, will be central of the success of this role. The post-holder will be managing the CTP HQ Data Risk Register and the Data Programme portfolio. Both of these will require frequent briefings to the top-level leadership in CTP and are critical governance mechanisms within the organisation.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; and must undergo Developed Vetting (DV) once in post. If you do not obtain DV once in post, you may be subject to a posting or redeployment process.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Essential

  • Proven experience of leading development of organisational strategy related to data or technology transformation.
  • Experience of leading national policy development in a public sector organisation, ideally related to data or technology.
  • Advanced understanding of relevant data-related legislation.
  • Substantial experience in managing projects, strategic leadership of high-performing teams and capacity to achieve influence with senior operational leaders and officials.
  • Experience in designing and implementing assurance, compliance, ethical standards in technical projects and programmes.

Knowledge

  • Proven experience of leading development of strategies or delivering transformation programmes in data or technology at an organisational level and including complex dependencies or external relationships.
  • Understanding of law enforcement, national security or intelligence communities gained through substantial work experience.
  • Understanding and applied experience of data-related legal compliance for all relevant legislation.
  • Advanced understanding and applied senior experience of principal policy, architecture, assurance, ethical and security structures for data relevant to law enforcement and national security.
  • Expert level technical knowledge of data sciences, relevant technology or applied data analytics. This could be from work experience across multiple senior roles or from a combination of experience and advanced (postgraduate) qualification.

Skills

  • Strategic vision: The post-holder will create, design and articulate a strategic vision for data in CTP and build an ambitious and creative plan to realise this strategy. This will require an ability to understand a complex operational, technical and compliance landscape and formulate a clear, coherent conceptual approach.
  • Policy development: The post-holder will lead formulation of national policy and will lead CTP engagement on policy and legislative issues with principal partners.
  • Negotiating and Influencing: To establish their new Data Strategy and realise their strategic plan, the post-holder will need to build a network of very senior stakeholders in CTP and beyond. The post-holder will need exceptional skills in influence, negotiation and stakeholder engagement.
  • Leadership: The post-holder must build and lead a high-performing team, including staff that will be located across multiple sites nationally. The post-holder must demonstrate a national profile to achieve cultural change in our use of data and must establish themselves as a thought-leader with peers across Policing and the UK national security community. This will require a sophisticated leadership style and an established network in the public sector, deploying a flexible approach and astute political judgement.
  • Programme delivery: The post-holder will set a plan for implementation of the Data Strategy. This will require established programme leadership skills, including demonstrable experience of programme leadership in data or analytical capabilities. Experience with multiple project management approaches, including Agile, would be an advantage.
  • Financial and commercial acumen: The post–holder will have responsibility for budget planning and for generating robust business cases for financial approval. This will include identifying clear benefits cases for technology investment. The post-holder will lead developing new commercial approaches and engagement with industry on specific requirements/contracts and in establishing a wider horizon-scanning and industry engagement plan.

Other Experience

  • Experience in senior leadership positions in data, technology or analysis at a senior level, in a large organisation (preferably but not necessarily in a national security environment).
  • Demonstrable experience of creating a strategic vision, formulating strategy and initiating policy or programme delivery, with effective performance monitoring, control and oversight.
  • Experience of influencing senior leaders and officials (SCS PB2 and PB3 or equivalent Police or Military ranks) across Whitehall and ideally internationally to realise organisational, joint and national objectives.
  • A proven record of building, motivating and leading high performing teams against a complex and challenging corporate agenda delivering quality outcomes to meet strategic objectives.
  • Ability to understand, explain and navigate ethics and proportionality considerations in relation to the use of data, advanced analytics and data science within the policing and national security domains.

Desirable

  • Experience in law enforcement, defence or national security.
  • Advanced expertise in data standards, applied technology, analytics or related disciplines.
