Salary: Salary: £61,761 to £68,281 plus an allowance of £2,148 (Zone 1) or £1,341 (Zone 2) depending on Location. You will receive £61,761 the band minimum. Progress to the band maximum of £68,281 will be via incremental progression.

Background to the Role

The Metropolitan Police Service (MPS) Commercial Function are responsible for delivering end-to-end commercial lifecycle management and supporting the wider business in working with third parties.

The MPS spends about £800 million each year on a diverse range of goods and services and we aim to procure them in the most cost effective and compliant way, while satisfying often urgent operational needs. We proactively manage thirty large complex and operationally critical outsourced service contracts, to ensure that we receive the quality services we are paying for and achieve value for money through the entire life of the contract.

This is an exciting time to be working in commercial management for the MPS. The MPS Commercial Function are in the middle of a large-scale transformation, working to deliver the following strategic aims:

Role Description


This role is an integral part of Commercial Services. In 2020, the Met Commercial Function revised its operating model and identified the need for a bolstered Enablement and Performance Team.


 


In this role, you will lead the Governance, Risk and Compliance work-stream of the Enablement and Performance Team. You will be responsible for many aspects of MPS’s commercial control framework (e.g. policy, legislation, governance procedures). You will be accountable for analysing, managing and reporting on commercial risk for the MPS’s third party arrangements. You will also play a key role in the wider coordination and ownership of MPS’s IP through commercial arrangements, owning key governance-related relationships (e.g. with MOPAC), ensuring compliance with all relevant contracts and maintaining knowledge of all rules relating to and impacting commercial activity within MPS.


In this role, you would be expected to deliver on:


 


  • Designing, implementing and leading a risk management strategy across the Commercial function
  • Engaging with a wide range of stakeholders across the MPS Commercial team, the wider MPS business and outside of the MPS
  • Overall responsibility for commercial compliance across commercial services and wider MPS business
  • Ensuring management remain informed of regulatory, legislative and best practice changes and their obligations under these changes and how they impact the commercial services and wider MPS business
  • Acting as a leader across the Commercial team, providing support, education and training to staff to build risk awareness within the organisation

 


In addition to the above, you will be a leader within the Enablement and Performance team and expected to support the team’s growth and evolution.



Key Responsibilities 

What does the average day look like? Your core duties will include (but are not limited to):


  • Leading the setting and maintenance of internal policy and promoting across commercial services, ensuring they are regularly refreshed, drawing on best practice both within MPS and external bodies, and communicating key changes to the relevant teams
  • Responsibility for governance, risk and control across all commercial activity
  • Leading governance forums, responsible for decision making process across commercial and attending key MPS decision making forums beyond commercial services (where necessary)
  • Dictating the structure, process, committees etc. for directing and administering the commercial operations of MPS in order to achieve desired outcomes, in line with internal policy and wider legislation
  • Providing regular reports to boards and other relevant bodies detailing any current issues or information as required
  • Ensuring regulatory and company requirements are met and that there is suitable evidence to support this
  • Reviewing and maintaining controls, monitoring their effectiveness and enhancing where necessary
  • Working with Pillar teams to improve commercial compliance and ensure application of the relevant regulations Maintaining the Commercial Risk Log, and driving the regular update and reporting on this, escalating risks and issues where needed to relevant stakeholders
  • Driving a consistent risk management methodology across commercial and the wider MPS, working closely with Contract and Supplier Relationship Managers to reduce overall MPS risk
  • Managing oversight of risk and promoting a culture of good compliance and risk awareness
  • Management of a Governance, Risk and Compliance Team, ensuring the team delivers on activities within its plan
  • Own and manage Business Continuity planning for the Commercial function
  • Work with wider risk management teams to understand impacts of or perception of commercial risks e.g. external threats etc.
  • Develop the cross-category Commercial pipeline and publish this, where appropriate
  • Manage and support commercial database/ categories in maintaining the internal commercial pipeline
  • Driving improvement and compliance across Commercial, sharing knowledge and best practice, drawing together key stakeholders and using relationships to achieve better outcomes for MPS
  • Your key relationships will be with colleagues across the Commercial function. Other, internal Stakeholders will include MPS-wide finance and legal colleagues, and Police Staff and Police Officer colleagues, including Business Unit leads. External Stakeholders will include MOPAC officers

 

The Enablement & Performance Team are there to support and enable the MPS Commercial Team and wider Commercial Family. Owning key enablers such as data, systems, legislation/ policy implications that impact on Commercial practises. They will also ensure the processes that Commercial follow are compliant and optimized. The bolstered function will also drive improvement across the end – end Commercial capability through improved data, reporting and enhanced processes and systems, sharing best practice across the Commercial Function and MPS. The Enablement and Performance team is split into four sub teams, which drive consistency , efficiency and increased levels of support across the function, one of these sub teams is the Governance, Risk & Compliance.

Essential


  • A good understanding of the principles of end-to-end commercial lifecycle management
  • Extensive knowledge of the key aspects of governance, commercial policy and relevant legislation
  • Experience of designing, developing and rolling out compliance improvement programmes and initiatives
  • Extensive experience of risk management
  • Ability to influence others and move towards a common vision or goal
  • Excellent communicator, with strong verbal and written communication skills
  • Ability to establish and maintain strong relationships with senior stakeholder and sponsors
