Salary: £35,844 to £40,731 plus an allowance of £1,639. You will receive £35,844 the band minimum. Progress to the band maximum of £40,731 will be via incremental progression

This is a chance to make the most of your wide-ranging engineering knowledge in a vital and varied role. As Operational Network Engineer, you’ll be part of the SO15 CASU (Covert Asset Support Unit) Technical Operations team, which provides surveillance support for Counter Terrorism (CT) operations.

CASU Tech Ops Engineers install technical equipment to help the CT network, and work alongside Police Operational CCTV planners. As part of the team, you’ll provide the technology needed for surveillance and covert activities. This could cover everything from audio, video and GPS, to mobile phone networks. And you could be working out in the field, helping the team in difficult environments, or in our workshop.

To support CT teams, you may be required to work outside office hours, and possibly at short notice. You’ll also be part on an on-call rota, ready to respond to urgent requests. When out in the field, you’ll need to be professional with the public and maintain confidentiality, which means you’ll need a blend of technical and people skills. On the technical side, we’re looking for a recognised Engineering qualification, plus accreditation in the deployment of covert CCTV and RF transmission.

Your knowledge should cover a broad range of engineering areas such as:

  • Cisco networking
  • IT software and hardware
  • Video and audio standards and compression techniques, video and audio recording including NVR’s and mass storage of data, video monitoring systems
  • Transmission systems including frequency spectrum, modulation methods, antennas, IP radio, mobile phone networks (2G, 3G, 4G)
  • BT services
  • GPS
  • IP networks
  • The principles of electrical and electronic engineering.

Job Summary:

This role is based at Cobalt Square but there is anticipated moves to the CTOC planned for the future.

CASU provides surveillance support to CT operations and provides staff to the Counter Terrorism Operations Room and the deployment of covert assets -The role of CASU Tech Ops engineers is to install technical equipment in support of the CT Network and work alongside Police Operational CCTV planners

Key Task:

The post holder will be required to do the following:

  • Providing technical support by means of specification, preparation, installation, repair and maintenance of electronic surveillance equipment in support of police operations. The purpose is prevent and detect crime through the gathering of Intelligence and Evidence. Working alongside Engineering Staff and Police Officers, in both a workshop environment and on frequent field- based deployments. Supervision of Technical Officers ie Technicians) where required.
  • You will be required to participate in an 'on call' rota in order to provide an operational response capability, in accordance with MPS staff terms and conditions and allowances.
  • You will be required to work unsociable hours on occasion, possibly at short notice.
  • You will sometimes be required to work in difficult and challenging environments, subject to the appropriate risk assessment process and mitigation measures being put in place.
  • The role sometimes requires interaction with members of the public, in a professional manner, whilst maintaining confidentiality in sensitive environments.
  • You will be expected to keep abreast of developments in relevant technologies, e.g. via trade journals, exhibitions, seminars etc., and to identify alternative equipment options and improvements - in order to enhance our operational capabilities.
  • You may on occasion be required to drive MPS vehicles.
  • The role requires working with sensitive and classified information, in a covert environment.

Communication skills will be tested throughout the selection process. Candidates will be tested on their knowledge of relevant legislation around covert deployments and RIPA. Officers are expected to have a good understanding of the global terrorism threat, current affairs and their impact on counter terrorism issues will also be tested.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

  • Recognised industry engineering qualification or equivalent.
