Salary: £37,569 to £45,189 plus an allowance of £1,639. You will receive £37,569 the band minimum. Progress to the band maximum of £45,189 will be via incremental progression

Your role here will be to support CTP business process and architecture, working across the business change and planning lifestyles on everything from driving on-going change to eliciting requirements for new initiatives. On a day-to-day basis, this will see you undertaking design activities to develop and maintain our core business architecture artefacts (including Future Blueprint, Baseline Operating Model, and Service Catalogue) and, as part of the Strategic Design Authority, reviewing and assuring outputs.

We’re looking for someone with an excellent understanding of all levels of business analysis and design (conceptual, logical and physical), and experience of business analysis using formal methodologies and approaches, including horizon scanning, and collecting and analysing complex data to provide meaningful recommendations. You’ll need to be confident developing business operating models, reviewing business cases and liaise the senior stakeholders. You should have a working knowledge of CT Policing Networks and partner agencies too. Ideally, you’ll add to this a professional Business Analysis qualification (a BCS BA Diploma for example).

Job Summary:

The Strategy, Planning and Performance Pillar, CTPHQ is responsible for the maintenance of CT Policing (CTP) business processes and architecture. It undertakes this through a number of key activities, which include; the development of core architecture products (e.g. Baselining Capabilities and the future blueprint for the CT Network), the assurance of design activity across the network, the provision of design guidance / advice, and consistent horizon scanning across the CTP network and wider UKIC and LEA landscapes.

Business Analysts undertake a vital role within the pillar undertaking analysis and design activity to ensure that CTP’s business architecture aligns to strategic direction and core products. Reporting to the Band B Business Planning, Business Analysts are responsible for the development of a coherent business architecture for the network.

A forward facing and proactive unit, with responsibility for forming and setting the strategic direction of the entire CTP Network and with key stakeholders.

Key Responsibilities:

  • Undertake design activity to develop and maintain core business architecture artefacts (e.g. Future Blueprint, Baseline Operating Model, Service Catalogue)
  • Working closely with change initiatives, complete analysis and high level design in support of assurance activity to identify strategic requirements, strategic alignment and dependencies
  • Undertake the review and assurance of business design activity and outputs, ensuring alignment to strategic direction, and core products
  • Assist in the development and maintenance of the CTP Business Planning cycle, ensuring the articulation of a coherent, consistent and up-to-date design methodology
  • Represent the pillar and by extension CTPHQ at key strategic meetings and boards both within the CTP Network
  • Working closely with all other CTHQ pillars (of note: Change, Strategic HR, Finance, Data & Analysis), CT Policing Network and key stakeholders

Vetting:

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Knowledge Skills & Experience:

Essential:

  • Good understanding of all levels of business analysis and design (conceptual, logical and physical)
  • Experience of undertaking business analyst activity using formal methodologies and approaches, including horizon scanning, collecting and analyzing complex data in order to provide concise and meaningful recommendations
  • Experience of developing business operating models
  • Experience in reviewing and enhancing business cases and detailed design documents throughout the project lifecycle with a good understanding of the change lifecycle and business case development
  • Experience of working with various stakeholders within a large organisation including managing expectations and dealing with conflicting requirements and priorities, with the ability to identify and engage stakeholders at all levels (internal and external)
  • Understanding of the CT Policing Network and partner agencies

Desirable:

  • Professional Business Analysis qualification by examination (e.g. BCS BA Diploma)
  • Experience of working in a policing and/or security environment
  • Experience of building confidence with stakeholders and relationships at all levels
  • Strong understanding of the CT Policing Network; including London (MPS), National (UK Force wide) and international responsibilities; relationships with Government, security and intelligence agencies; and governance arrangements, with a good understanding of CTP related strategic aims, interdependencies and constraints
  • Experience of working in a challenging, change-driven environment.
