National Police Coordination Centre (NPoCC)

Background Information

Launched in April 2013 and overseen by the National Police Chief’s Council (NPCC), the National Police Coordination Centre (NPoCC) has a remit to ensure policing is prepared to deal with mobilisation of police assets to both spontaneous and pre-planned events, and to coordinate and plan for these deployments. This remit covers all UK police forces, as well as those within Crown dependencies and UK overseas territories.

In April 2020 the NPoCC Strategic Intelligence and Briefing (SIB) team was launched as an addition to the existing Operations Unit. The Operations Unit maintains an oversight of national capacity and capability of specialist policing roles and assesses these in relation to the Strategic Policing Requirement (SPR).

NPoCC helps effectively coordinate these resources to support forces during large scale events, operations and times of civil emergency. The team also works with NPCC portfolio leads across a wide range of specialist areas, to assist in developing the UK policing preparedness and response to events and emerging issues. For example, over the last 18 months NPoCC’s work has included working with host forces to co-ordinate the resourcing of international summits, as well as the response to national protests such as Extinction Rebellion and Insulate Britain. We have also been extensively engaged in planning and co-ordinating the Police response to the pandemic (Operation Talla) and routinely work with Government Departments and Policing Stakeholders in planning other potential nationally significant deployments.

NPoCC works with partners, organisations and intelligence agencies to ensure that as threats change, there is sufficient policing capacity to deal with them.

NPoCC also has a key role to play in providing assurance to government that the Police Service has the ability to mobilise and respond to emerging threats. This is done through formal reporting and representation at a variety of government meetings, including COBR when required.

Monitoring national capability is also a core function of NPoCC. This is assessed through an extensive testing and exercising programme, undertaken with partner agencies including the Home Office, Cabinet Office’s Civil Contingencies Secretariat, the Ministry for Housing Communities and Local Government, the Joint Emergency Services Interoperability Programme and policing partners such as NPCC portfolio leads, College of Policing and HMICFRS.
