Job Summary

NDES Service 4 TI Unit provides intelligence support to SO15, the wider MPS and National Counter Terrorism Units in a covert environment, working with key partners, to tackle a variety of CT and serious crime investigations.

This role is currently based at the NCA National Crime Agency (NCA), it is not suitable for working from home/remotely and is an opportunity to be involved at the heart of the TI / TEI Service to Law Enforcement (LE).

Working closely with LE agencies you will be supporting critical initiatives that will provide a significant leap forward for LE, providing access to advanced capabilities to LE customers, conducting operations against SOIs to directly influence investigations and provide critical intelligence.

The ideal candidate will have strong organisational skills, a current and recent knowledge of TI/TEI and future capabilities, an inquisitive mind-set and an enthusiasm to learn and apply new skills in the workplace. The candidate should have an active interest in technology and how it can be applied to support investigative work. The candidate should be comfortable working as part of a multi-agency service which is evolving and growing, and will be responsible for defining and articulating the supporting processes, governance and stakeholder engagement as the Service scales.

   

 

Key Tasks

Main responsibilities:

 

  • Supervise, manage and deliver critical intelligence
  • Review, disseminate and manage intelligence reports
  • Work with Investigators, Analysts and Planners to deliver operational outcomes
  • Identify opportunities and troubleshoot intelligence delivery
  • Liaison with Technical / Senior Operators / Team Leads as appropriate
  • Identifying opportunities for increased collaboration with partners/customers
  • Work with customers to understand their requirements and identify opportunities
  • Support colleagues in their development, sharing existing skills & experience
  • Ensure that operational activity is legally authorised and compliant
  • Represent the MPS at internal / external meeting

Essential Criteria:

 

  • An ability to build and maintain relationships with a range of internal and external stakeholders
  • Current knowledge and recent experience of TI/TEI operations
  • Ability to draft clear and articulate proposals for review
  • Candidate should be IT literate and have an active interest In Technology and how it can be applied to support investigative work
  • Possess knowledge and experience of covert and proactive policing
  • Excellent verbal and written communication skills to disseminate intelligence and report writing
  • Experienced in communications data requests and analysis
  • Recent experience working in an intelligence environment
  • Ability to develop and manage collection routines to harvest data to build and develop intelligence
  • Experience in collating and validating intelligence, evaluating the reliability of sources and credibility of information
  • Maintain an audit of this activity and comply with relevant laws
  • Attend regular mandatory Professional Development Training
  • Help introduce and communicate new emerging CD processes

Vetting and STRAP

 

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
