Job Title : SO15 International Operations - Compliance Lead

Job Summary

The management of a small team who are responsible for supporting SO15 International Operations in ensuring that personnel deploying overseas for counter terrorism purposes and those within the Counter terrorism Policing Network are fully conversant and compliant with both SOPs, and wider UK government policies and legislation. Thereby ensuring that the actions of staff in the UK and working abroad are auditable, safe, accountable and stand up to scrutiny.

Key Tasks

To ensure compliance with SOPs and UK government policies and legislation the role holder will be responsible for:

  • Overseeing processes to ensure compliance with policy and legislation and that clear and robust records are maintained for independent inspection by the IPC.
  • Providing advice and guidance re Overseas Security Justice Assessments and ‘The Principles’ (assessments and guidance with regards to Human Rights risks of international policing).
  • Oversight of the processes for the maintenance of the International Operations risk register.
  • Management of business continuity processes in place for International Operations.
  • Management and oversight of the preparation for International Operations for external inspections, to ensure that International Operations are compliant with MPS and UK Government policies and legislation.
  • Providing Operational Security advice
  • Ensuring processes are in place to support the International Operations SLT in respect of Health and Safety compliance
  • Management and development of processes to support the International Operations SLT with country inspections for CTPLO posts overseas
  • Provide training and guidance to International Operations and CT Policing.

  • Excellent investigative skills and the ability to manage detailed reviews.
  • Excellent presentation (public speaking) skills.

Experience

Experience or a strong awareness of international CT or DE investigations or deployments and/or a policy & compliance background

Desirables

  • Experience in maintaining relationships with key internal and external stakeholders.
  • A good working knowledge of MPS Policies; including the deployment of personnel overseas and operational security.
  • A good working knowledge of wider UK government policies and legislation including The Principles and the Data Protection Act 2018.
  • A good knowledge of UK CT intelligence and policing structures.
  • Experience or an awareness of international CT or DE investigations or deployments
  • An understanding of the principles (IPCO), risk management and compliance.
  • Experience or an awareness of business continuity processes.
  • High level of competency in public speaking and the delivery of presentations.

Vetting and STRAP

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Specialist Operations has an expectation that officers will arrive into post with no more than 5 outstanding rest days as a maximum.
