Admission to the NPPF Step Two Legal Examination for promotion to the rank of Inspector is currently restricted to Sergeants, who by the date of the examination:

  • Must have been confirmed in their appointment as a substantive Sergeant*
  • Must not hold, on the date of the exam, a valid pass to the rank of Inspector obtained in a previous recognised police promotion examination.
  • Must have had their Line Manager certify, in their PDR for the last reporting year, that they are competent in their current rank
  • Must meet the MPS attendance management criteria
  • Must have an acceptable equivalent no live written improvement notices issued under the Police (Performance) Regulations 2020 or reduction in rank under those procedures in the previous 12 months, beginning with the date of the notice
  • Must have no live written warning, final written warning or extended final written warning issued under the Police (Conduct) Regulations 2020
  • Must have no disciplinary outcome of a reprimand within the previous 12 months, or a fine or reduction in rank within the previous 18 months, under the Police (Conduct) Regulations 2020.

 * Candidates nearing completion of their temporary promotion to Sergeant may only register for the examination if they are supported by their force and will have achieved substantive rank by the date of the NPPF Step Two Legal Examination (4th October 2022). Sergeants are only made substantive once they have completed a full 12 months in rank, have completed their WBA portfolio and have had their WBA PDR signed off by the BOCU Commander and submitted for their HR record to be updated. This 12 months is mandatory and cannot be reduced in any circumstances.

It is for candidates and forces (line managers) to ensure that candidates have met this criteria. Officers who have applied early but who have not been made substantive in the rank of sergeant by the day of the exam will not be permitted to take the examination. Any officer who takes the exam before they are substantive for any reason will have their result voided.

If you do not meet the full eligibility criteria by date of the examination, you will be withdrawn and will no longer be able to sit the exam.

Please note in line with the Regulation 5 of the Police (Promotion) Regulations 1996 (as amended), all officers are required to complete a minimum of two years as a substantive sergeant before you can be substantively promoted to Inspector. OSPRE qualified officers are required to complete a probationary period of one year (or longer) in the role of Sergeant as part of their mandatory two years as a substantive Sergeant before they can be substantively promoted to Inspector.

The 2-year period will commence once you have completed both elements of work based assessment, have a signed off PDR and have completed a 12 month period on temporary promotion at rank of Sergeant.

However, any candidate who holds the substantive rank of sergeant is immediately eligible to commence step one of the NPPF process and take the NPPF step two legal examination during this probationary period. This is set out by the College of Policing and there is no flexibility or deviation from this.

The full details of the criteria, set by the College of Policing, can be read here.

Line Manager actions

Once a candidate submits an expression of interest on Oleeo, the Met Promotions Team will email the candidates SPoC who will then liaise with the candidate’s line manager to confirm that they meet the eligibility criteria to sit the exam. If confirmation is not received, officers will not be able to sit the online exam. Please ensure you are familiar with the eligibility criteria before verifying whether your officer is eligible.
