Police Inspector DPS Professional Standard Unit

Overview

This is an exciting opportunity to be part of the transformation of Professional Standards Units into DPS, where we are implementing a DPS-PSU centrally owned but locally delivered model. Critical to our success will be the collaboration and engagement between DPS-PSU’s and local B/OCU leads to ensure a joined up and co-ordinated approach. Working together and maintaining direct lines of communication will create a sense of shared ownership and commitment to upholding professional standards.

There will be 21 PSU’s in the new design consisting of BCU’s, non-amalgamated OCU’s and amalgamated OCU’s.

The project has commenced with three Early Adopters; South West PSU, North East PSU and an amalgamated Firearms PSU that consists of MO19, Aviation, RaSP and PaDP PSUs. We expect the transition of the Early Adopters to take three months after which we will begin a three-phased roll out with the projected dates being; Phase 1 Dec 2023, Phase 2 - 2024 and Phase 3 - 2024.

This role is currently based at Ruislip Police Station.

Job Description – Police Inspector DPS Professional Standard Unit

As an Inspector, you will be responsible for leading a PSU and the overall performance and supervision of the unit. You will perform the role of the designated Appropriate Authority (AA) under the MPS Scheme of delegation and approving outcomes where appropriate for all functions up to the point of the ‘Reg 23 Determination Stage’, which will in the future be assessed centrally by the Complaints Resolution Team (CRU). Investigations that are handled other than by investigation will continue to be managed by the PSU Inspector.

You will be responsible for overseeing the handling and investigation of all public complaints and conduct matters; identifying and managing high risk matters or individuals and setting handling or investigation strategies for high risk cases and managing the quality and timeliness of public complaints and conduct matters, ensuring high quality, reasonable and proportionate outcomes are generated.

You will also be responsible for overseeing the management of Declarable Associations, Business Interests and Gifts and Hospitality. You will work with key DPS and B/OCU leads to identify and mitigate emerging threats and trends to improve professional standards both locally and across the MPS. This will include your attendance at the monthly PSU Tasking Meetings, as well as overseeing PSU support at the monthly Professional Standard Review Meeting that will be chaired by BCU’s Chief Inspector of professionalism (or an OCU equivalent).

This will be key to improving trust and confidence within our London communities and the Organisation.

Working Hours:

Monday – Friday Shifts between 08:00 – 16:00hrs.

There will also be a requirement for some weekend working.

This post requires access to the most sensitive intelligence material on a daily basis. Candidates will be expected to undergo MV/SC Vetting to perform the role.

Essential Criteria:

  • Ability to build, manage and maintain relationships with internal and external stakeholders
  • Ability to communicate in writing and verbally to a high standard to personnel at all levels within the Organisation and with external stakeholders
  • Excellent risk identification and management skills
  • Ability to write investigative strategies for high risk cases
  • Ability to direct and coordinate a range of activities and work to strict time constraints
  • Willing to be vetted to enhanced level as required

 

Desirable Criteria

  • Knowledge of the Police Conduct Regulations, Police Complaints and Misconduct Regulations, Police Performance Regulations, Police Code of Ethics and Standards of Professional Behavior, Home Office Guidance on Police Misconduct, Police Staff discipline SOP and the IOPC Statutory Guidance
  • Previous experience with dealing with public complaints and conduct matters
  • Recent experience of leading an operational team
