Job Summary

The post holder will work within a small unit, liaising with lead government departments to develop guidance and policy delivery to increase CT P&P capability across government departments in line with NaCTSO business and threat. The role will focus on reducing the risk and impact of terrorist attacks at venues and in public spaces by engaging lead government departments and national public bodies through a sector based approach. Liaison is required with many stakeholders to collaborate on joined up initiatives including government agencies, national policing, arms-length bodies, professional industry organisations, emergency services, senior police managers across the regional CT network and private industry across UK. The post and NaCTSO will also support functions of the main NCP&P office as and when required.                      

Key Tasks

The post holder will be required to do the following:

  • Work closely with lead government departments and other partners across the police network, and when required industry associations and bodies, to set and deliver CT protective security and preparedness within broader policy and guidance. The key areas relate to protection of Crowded Places / Venues and Public Spaces & Personal Security, Hazardous Sites and Substances and supporting partners with the Critical National Infrastructure (CNI)
  • Ensure provision of specialist skills, advice and guidance in CT protective security to UK HMG, through NaCTSO appropriately trained and experienced SME’s.
  • Maximise the delivery of advice and guidance through the NaCTSO public digital offerings.
  • Support NaCTSO and NCP&P on various relevant Police, Government and Industry working groups/committees.
  • All the above functions may require travel within UK and occasional travel abroad.
  • Manage and develop projects and work-streams with allocated Lead Government Departments.
  • Maintain a good working knowledge of relevant legislation and policy.
  • Support performance improvement and business development work streams.
  • Produce high quality written reports, presentations and oral briefings to support NaCTSO and NCP&P
  • Carry out other tasks as directed by NaCTSO.

Experience

  • Excellent communicator with skills in I.T, Word, excel and power point.
  • Knowledge of the national Protect and Prepare UK strategy approach.
  • Knowledge of CT Policing UK Protect and Prepare approach.
  • Practical and recent experience within CT protective security and preparedness.
  • Will be required to achieve and maintain DV vetting.
  • Delivery of high quality written reports and oral briefings
  • Willingness to travel extensively within the UK

Desirables

  • Negotiating and delivering at a management and strategic level with government departments and other stakeholders
  • Experience in formulating and implementing policy
  • Experience in managing projects at force, regional or national level
  • Knowledge or experience in working with Lead Government Departments on policy and guidance
  • Working experience within Counter Terrorism, ports policing, exercising, emergency and contingency planning and protective security
  • Good knowledge of key stakeholders and partners within UK CT infrastructure

Vetting and STRAP

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Posting Term

This posting is for an initial 2 year term, extendable to 5 years subject to annual reviews.

Rest Days

Specialist Operations has an expectation that officers will arrive into post with no more than 5 outstanding rest days as a maximum.
