Job Summary

The role of the Development Officer is to support the National HUMINT Unit’s (NHU) improvement delivery plan to support Counter Terrorism Policing.

The NHU leads on implementing the CTP HUMINT Strategy with partner agencies. This seeks to enhance and maximise the intelligence opportunities that HUMINT offers. To that end, the NHU coordinates the CT network’s HUMINT strategic efforts to keep people safe from terrorism. This unit coordinates, advises and supports the delivery of operational responses through regionally based Undercover Unit(s) (UCU).

The role sits within the NHU and will be London based alongside partners, so whilst there will always be some workplace flexibility the focus is on enhancing the capability and delivery of Undercover deployments across the CT network. This role will be delivering improvements identified as part of SE&RR uplift to ensure more informed decision making and transform how national HUMINT resources are coordinated and directed to support customer requirements across the CT network.

Key Tasks

The post holder will be required to work across the CTPHQ National HUMINT portfolio and specifically to undertake direct responsibility for managing the development of covert logistics and infrastructure across key areas of the National HUMINT Unit;

The role will include the following;

  • Liaise with partners to develop new covert infrastructure in response to new blockers and threats
  • Liaise and develop relations with international partners to build capability and new initiatives
  • Horizon Scan to ensure the capability is able to meet future demand
  • Liaise with OPSY to backstop against new risks
  • Liaise and support training team – identify training requirements
  • Leverage RCLO network to identify blockers and test new solutions
  • To liaise with the Multi Agency Coordination Hub
  • Lead and run development projects
  • Research and run development projects to build and test new covert infrastructure
  • Provide resilience to National Covert Infrastructure Centre coordination roles

 


Essentials Knowledge, Skills and Experience

  • Working knowledge of RIPA & CCA
  • Experience of managing CHIS and UC
  • Good communication skills with the ability to engage effectively (written and verbal) with personnel at all levels
  • Ability to work under pressure and tight time constraints
  • Ability to identify opportunities for improvement initiatives
  • Ability to work collaboratively with partners and maintain positive working relationships
  • Must be willing to undergo DV (if not already) and Enhanced DV process

Desirables

  • Experience of project development with both internal and external partners
  • Experience of working with partners as part of a joint team
  • Proven ability to work on own initiatives and as a part of a team
  • Experience of counter terrorism activities with particular relevance and experience to covert logistics
  • OSLO trained
  • Hold a full UK drivers licence

Vetting and STRAP

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Posting Term

This posting is for an initial 2 year term, extendable to 5 years subject to annual reviews.

Rest Days

Specialist Operations has an expectation that officers will arrive into post with no more than 5 outstanding rest days as a maximum.
