Job Summary

This is an exciting opportunity to work within the Counter Terrorism Command as part of a team responsible for the proactive and reactive management of convicted terrorist offenders, released on licence and subject to Part 4 Notification requirements, Terrorism Prevention Investigation Measures (TPIM), Temporary Exclusion Orders (TEOs) and those who present a terrorist risk.

Through robust management, CT investigations and partnership working, the CTNM unit is at the forefront of CT Offender Management in this challenging arena.

Primarily your role is the day to day management of nominals (TACT/Terrorist risk), a role which encompasses Home, AP and HMP visits, OMPD travel and stays, collaborative working with partner agencies; including Probation (National Security Division), CPS, external Police Forces, Security Service and other Government agencies.

Utilising overt nominal management, intelligence gathering and investigation you will protect the public by promoting long-term desistance, disengagement from violent extremism and prosecution.                 

As a valued member of our team you will represent the Counter Terrorism Command and MPS at a Local and National level and you may, on occasion, be called upon to represent the interests of the Command elsewhere in the UK. 

Key Tasks

The post holder will be required to do the following:

  • Detective Constables within the Counter Terrorism Nominal Management Unit will be responsible for the day to day overt active management of their allocated nominal.
  • Conduct visits (Home and Approved Premises) to nominals in order to develop relationships and rapport.
  • Enhance and develop collaborative partnership with statutory partners (for example HMPPS).
  • Have a full understanding and working knowledge of all CTP Nominal Management cohorts.
  • Be responsible for Interrogating IT databases and obtain information from external sources to provide up to date, relevant intelligence to facilitate the assessment and management plans for allocated nominals, ensuring compliance with all current legislation and best practice.
  • Attend and participate in MAPPA meeting with HMPPS and other stakeholders.
  • Overnight stays to facilitate HMP releases OMPD.

Key Skills

The post holder must have:

  • Excellent communication skills both verbal and written
  • Ability to identify and manage both risk and time effectively
  • Ability to build and develop collaborative relationships with internal and external partners
  • Taser trained or have a willingness to become trained

Experience

  • Experience of working in a multi-agency environment to manage risk, this is critical to the role

Vetting and STRAP

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Posting Term

This posting is for an initial 2 year term, extendable to 5 years subject to annual reviews.

Rest Days

Specialist Operations has an expectation that officers will arrive into post with no more than 5 outstanding rest days as a maximum.
