ICT Architecture Demand Lead

Salary: £47,046 to £51,573 and a Location Allowance of £2,623

Counter Terrorism Policing (CTP) is an alliance of UK police forces who work closely with security and intelligence agencies to prevent, deter and investigate acts of terrorism. Our ICT division provides UK police forces with the collaborative systems and tools they need to work together seamlessly, in order to prevent or disrupt terrorist activities and prosecute those who undertake them.


As Architecture Demand Lead, this means managing and implementing tactical, short-term requests, which ultimately support public safety and national security. Leading a small team of staff and contractors within the Architecture/Design team, these requests will primarily involve moves and changes of physical infrastructure.


You’ll lead the technical scoping, planning and delivery of all projects and work packages, provide technical support, advice and guidance to CT staff, and represent the team at senior stakeholder meetings.


To succeed, you’ll need experience covering everything from practical ICT support to the secure delivery, installation and decommissioning of desktops, infrastructure and communications equipment. Technically astute when planning, implementing or supporting, you’re also confident assisting in the writing of technology user guides and policies. As an expert communicator, you deal with any role or rank within the Police Service and Government Partners effectively, communicating technical and non-technical issues clearly to everyone.

You’ll also need a wide knowledge of CT and ICT standards, frameworks and policies, such as
SO15 and MPS ICT technologies and systems, Government Security Classification (GSC) levels, CPNI standards and policies, and Cryptography and Key administration.

Please note: this role is based in London but requires some UK travel. If you’re successful in your application, you must be willing to undergo security clearance at DV level.

Knowledge

  • Knowledge of SO15 & National CT technologies and systems.
  • Knowledge of MPS ICT technologies and systems.
  • Knowledge of specialist CT communications systems.
  • Knowledge of the Government Security Classification (GSC) levels and an understanding of the Cabinet Office Security Policy Framework.
  • Knowledge of CPNI standards and policies.
  • Knowledge of Cryptography and Key administration.
  • Knowledge of Specialist Operations function and CT Operations
  • Knowledge of core Policing structure and mission objectives
  • Knowledge of Policing / Operational deployments.
  • Knowledge of corporate CTP procurement, tendering and ordering processes.
  • Knowledge of the MPS MetSec Code and the Protective Marking System.
  • Knowledge of MPS Health and Safety Regulations and their application within the ICT domain.
  • Knowledge of CT operations and Major Incident protocols and structure.
  • Knowledge of various ICT systems and infrastructures.
  • Knowledge of Policing CT Function within wider Government ‘partner’ agencies (Home Office, Cabinet Office, Security Service and Ministry of Defence).

Skills

  • Excellent communication skills both oral and written by which to communicate effectively and accurately with customers and stakeholders on technical and non-technical issues.
  • Ability to deal with a wide variety of roles and ranks both within the Police Service and Government Partners.
  • Ability to prioritise operational demands with normal technical duties, whilst maintaining levels of service.
  • Ability to focus on customer’s technical requirements and ensure that practical solutions are achieved.
  • ICT equipment delivery and site installation (desktops, infrastructure, communications equipment).
  • ICT decommissions and secure disposals of equipment.
  • Technical ability to operationally support customers / users within the field.
  • Technical project planning and implementation skills.
  • Customer requirements and technical scoping / survey.
  • Ability to manage customer expectations and ensure realistic technical outcomes are achieved.
  • Strong team player with a cross partnership / inter Government working ethos.
  • Be prepared to work extended / outside normal hours when required.
  • Be prepared to work OMPD when required.
  • Ability to work within a pressured police environment (Operation Rooms, Intel cells, Surveillance teams etc)
  • Cleared to DV / STRAP level, with willingness to undergo further vetting if required when working with cross partner agencies.
  • Clean Full UK driving licence for MPS Driving Permit Level 4 or willing to undertake
  • DV (STRAP) Vetted or willing to undertake.

Experience

  • Proven experience of communicating effectively both orally and in writing (both technical and non-technical)
  • Experience in understanding and resolving practical ICT issues, including onsite fault finding and problem solving.
  • Experience in dealing with corporate and specialist communications systems from and installation and support function.
  • Experience in assisting writing user guides, policies and standard operating procedures in relation to the use and operation of technology.
  • Operational Policing experience allowing a transfer of practical knowledge and skills to solution delivery.
  • Experience of Government Security Classification (GSC), CPNI and Cryptography administration.

Vetting and STRAP

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post with a willingness to undergo Developed Vetting (DV) once in post, if required. 

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
