Salary: £47,063 to £57,963 plus £2,623 location allowance. You will receive £47,063 the band minimum. Progress to the band maximum of £57,963 will be via incremental progression.

This is an exciting time to be working as a Senior External Relations Manager for the Metropolitan Police Service. In addition to large-scale transformation, there's the unique and ever-evolving challenge of policing London. External Relations is situated at the heart of the Met providing advice and briefing to the Commissioner and senior management of the MPS. The team manages the relationships with key political stakeholders, such as MOPAC and the Home Office. We ensure the Commissioner is properly briefed on issues concerning key stakeholders, including set-piece events such as the Police and Crime Committee (PCC) and regular meetings with the Mayor. The team also look after non-CT engagement with overseas law enforcement agencies, and manage the Commissioner’s correspondence.


As an External Relations Manager you will play a key role in the management of the Met’s external relations service. The postholder will be required to be driven, forward thinking and able to communicate across the breadth of our key stakeholder groups. Principal focus will be upon preparing the Commissioner and Deputy Commissioner for their interactions with senior Government figures, the Mayor’s Office and MOPAC, London MPs and, on the international side, advising on their engagements with senior foreign visitors to the UK and maintaining a wide network of contacts with foreign diplomatic representations in London.


Key Responsibilities:


  • Supporting the Head of External Relations and Chief of Staff in managing the Commissioner’s regular meetings with political figures including: the Home Secretary and Policing Minister, and Mayor of London and Deputy Mayor for Policing and Crime
  • Ensuring regular contact between the Commissioner and London Members of Parliament (and other Parliamentarians where appropriate), organising briefings, building relationships and identifying opportunities for proactive engagement
  • Advising the Commissioner and Deputy Commissioner on their public scrutiny meetings, preparing briefings and working closely with colleagues at MOPAC / City Hall where appropriate
  • Advising the Commissioner and Deputy Commissioner on their engagements with foreign visitors to the MPS ensuring they have cross-Whitehall coordinated briefing and that the meetings are in support of pre-identified policy objectives;
  • Lead on coordination of international engagement in the MPS (non-operational) including inward visits to the MPS and requests for briefing from high level politicians and dignitaries

 Other Responsibilities Include:


  • Overseeing MPS input to Mayor’s Question Time, working with senior MPS colleagues and MOPAC to ensure joined up responses which reflect MPS position
  • Support the wider work of the External Relations Team in developing stakeholder engagement plans for emerging issues and remaining flexible to providing cover for other briefing requirements as needed
  • Line Management of Band C External Relations Officer

Essential Criteria:

  • The successful individual should have experience of managing external relations within an organisation subject to extensive political and media scrutiny.
  • An ability to work with a diverse range of stakeholders is essential and the post holder must be able to see across multiple business areas drawing together a coherent narrative, spotting risks and opportunities and taking a proactive approach to engagement.
  • The individual will be required to support the Commissioner, Deputy Commissioner and Management Board of the MPS and as such must have briefing, interpersonal and communications skills of the highest order.
  • A flexible working style and ability to balance a range of tasks to tight deadlines is essential.

 

Desirable Criteria:

  • An understanding of policing, foreign affairs and the Whitehall security architecture will be advantageous as will the ability to quickly understand and interpret business imperatives.
