Job Title: Commercial Lead - Supplier Relationship Management (SRM) and Social Value (SV)

Salary: The starting salary is £71,503, which includes allowances totalling £2,841.

The salary is broken down as £68,662 basic salary, which will increase annually until you reach the top of the scale £75,638 Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.

Background to the Role

The Metropolitan Police Service spends just over £840m each year on a diverse range of goods and services, from ammunition to complex IT service contracts, from response vehicles to stationary. We proactively manage thirty large complex and operationally critical outsourced service contracts, to ensure that we receive the quality services we are paying for and achieve value for money through the entire life of the contract.

In addition to large-scale transformation within the Commercial team, there's the unique and ever-evolving challenge of policing London. As a member of the Commercial Services team, you will be directly supporting the MPS mission to make life safer for over 9 million Londoners.

Role Description

This role is an integral part of Commercial Services. In 2020, the Met Commercial Function revised its operating model and identified the need for a bolstered Enablement and Performance Team.

In this role, you will lead the Supplier Relationship Management function in the Enablement and Performance Team.

 In this role, you will be expected to deliver on:

  • Designing and implementing supplier relationship programmes with strategic suppliers, to improve performance and the relationship, reduce risk and create value beyond that which was originally contracted.
  • Engaging with a wide range of senior stakeholders across the MPS Commercial team, the wider MPS business and outside of the MPS.
  • Developing and maintaining Joint Business Plans with the MPS’ strategic suppliers, directly contributing to the delivery of the MPS’ strategic objectives.
  • Designing and implementing effective supplier relationship management governance processes to manage progress, across the organisation.
  • Overall responsibility for managing progress against the Joint Business Plan, across Commercial Services and wider MPS business.
  • Acting as a leader across the Commercial team, providing support, education and training to staff to build awareness of supplier relationship management within the organisation.
  • Maintaining oversight and supporting the delivery and implementation of the MPS’ social value and sustainability outcomes.

In addition to the above, you will be a leader within the Enablement and Performance team and expected to support the team’s growth and evolution.

Essential for the Role, e.g. qualifications, licenses, languages, training 

  • Experience of designing, developing and rolling out collaborative supplier relationship management programmes, delivering added value to organisations.
  • Good understanding of the social value and sustainability agenda.
  • Good understanding of the principles of end-to-end commercial lifecycle management along with extensive knowledge of the key aspects of governance, commercial policy and relevant legislation, ideally within the public sector.
  • Ability to prioritise and manage a demanding workload whilst balancing both operationally urgent and important tasks to deliver to deadlines aligned with strong project management capabilities gained through practical professional experience.
  • Experience working and effectively influencing senior stakeholders, with or without authority, projecting personal impact and credibility at all levels of the organisation and the external market, demonstrating an ability to influence, persuade and effectively communicate.
  • Evidence of inspirational and inclusive leadership, developing a professional culture and building commercial capability. Empowers team members through coaching, mentoring and sharing of expertise/knowledge.

Additional Information

  • The sift is based on the essential criteria. 
  • Interview selection is based on the Government Commercial Function (GCF) People Standards at Commercial Lead.
  • If successful at the paper sift stage, candidates will be invited to the Government Commercial Function Assessment and Development Centre (ADC) where your skills and experience will be assessed against the Commercial People Standards for the Profession at GCF Commercial Lead level.
  • The ADCs will be held in mid-April. Depending on the outcome of the ADC, successful candidates will then be invited to a panel interview.
  • If found appointable following the interview, we will send you an initial offer of employment which sets out what happens next.
  • Internal and external candidates who have secured an A at the ADC will be eligible for a permanent appointment. External candidates who have secured a B at the ADC are eligible for appointment on a 2-year fixed term contract, until such time they resit the ADC and secure an A, at which point they can be offered a permanent contract at the same level without further competition.
  • The role may require the successful candidate to travel across the Met estate as per requirement of the role.
