Job Title: Head of Governance and Secretariat - Strategy

Salary: The starting salary is £76,843, which includes allowances totalling £2,841.

The salary will be between £74,002 and £85,474 basic salary depending on skills and experience, which will increase annually until you reach the top of the scale £85,474 plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.

Job role

As the Head of Governance and Secretariat, you are the senior leader responsible for delivering the corporate Governance cycle for the MPS. You have the lead responsibility for ensuring the planning, scheduling and timely delivery of all decision-making at the Strategic level across the whole organisation, supporting the Commissioner and the Management Board to discharge their governance responsibilities. This accountability includes setting meeting agendas, commissioning papers, delivering minutes of meeting efficiently and effectively, and tracking all corporately-discharged actions across the senior leaders at the executive level of the organisation. 

You are a key player in the Strategy Directorate, working collaboratively with the Strategic Planning and Risk team and the Policy and Reform team, to ensure a strong and co-ordinated delivery of governance to challenge business plans, risk controls and corporate assurance, enabling the organisation to achieve its strategic objectives. In support of the effective delivery of the Met’s corporate governance cycle, you will engage with and support the Met’s Management Board and the Executive Committee.

Key Responsibilities

  • Be accountable for end-to-end delivery of corporate Governance and decision-making at the Strategic level, from agenda-setting to the tracking of minutes and actions
  • Be accountable for provision of all guidance and templates to enable the organisation’s senior leaders to understand how they can achieve the required decisions, including how to maximise successful outcomes
  • Be accountable for applying discipline and challenge to the quality of board papers, and for delivering intelligent briefing products before the meetings accordingly
  • Build and develop trusted relationships with a wide range of key stakeholders of all ranks and grades, both within and outside the organisation (e.g. MOPAC)
  • Resource and lead the Strategic Secretariat team of police staff (Band C Senior Officers and Band D Officers) who are responsible for coordination and delivery of the physical meetings and circulation of all inputs and outputs to board members and the wider executive, as appropriate.
  • Work proactively and collaboratively with Strategy and Transformation Group peers and Directors to ensure provision of accurate and timely information to the Chief Strategy and Transformation Officer, supporting the business group to achieve its purpose
  • Work collaboratively and share responsibility with peers in the Strategy Directorate for creating a positive and supportive working culture, enhancing the sense of mission, purpose and value for the essential and critical work the Directorate achieves
  • Assist the Director of Strategy with supporting the organisation’s Non-Executive Directors to discharge their duties at Management Board.

Essential Skills/Criteria:

  • Active interest in ensuring the organisation delivers on its strategic objectives  
  • Excellent stakeholder management skills 
  • Excellent writing skills and attention to detail in support of the end-to-end governance processes
  • Can-do spirit and helpful, collaborative attitude towards working with officers and police staff in the executive, as well as consultancy support and contingent workers operating at this level  
  • Proven track record of achieving measurable outcomes and clear ability to lead and develop a strong team 

Desirable Criteria:

  • Prior experience of leading a Secretariat function / delivering governance
  • Good network across governance functions (whether policing, public or private sector) to enable continuous improvement of our processes.
