Salary: £35,844 to £40,731 plus a £1639 location allowance. You will receive £35,844 the band minimum. Progress to the band maximum of £40,731 will be via incremental progression.

Description of Unit

Technology, Research and Innovation (TRI) are part of Operational Technology within the Met Operations 3 command and are responsible for keeping the MPS at the forefront of new and emerging technologies. This is achieved by undertaking research and development of innovative solutions for Operational and Corporate MPS customers, including Counter Terrorism. The work is highly innovative and may involve undertaking research activities with academia, exploring new off-the shelf technologies, taking commercially available products and modifying them or where a solution does not exist, creating it. This may be through development of bespoke IT hardware/software/electronic solutions or a combination of these. Delivery of these solutions involves the complete lifecycle from developing requirements with customers, producing design solutions and turning these designs into fully functional products or systems for operational use in the field. The Unit specialises in being able to rapidly deliver tailored technical solutions to meet immediate operational requirements.

Description of Department

The Electronic Systems Development (ESD) team develops bespoke electronic solutions to unique business issues relating to some of the more specialist and sensitive parts of the MPS / National policing network. Delivery of these solutions involves the complete lifecycle from developing requirements with customers, producing design solutions and turning these designs into fully functional products or systems for operational use in the field. Some of these systems require on-going support due to their specialist or short term nature. Other systems will be required to be transitioned into other areas of the business. The ESD department works closely with the IT Systems Development, Research and Explore departments of TRI as well as Digital Policing and other MPS technology departments.

Work Activities

The Technical Officer will be part of the Electronics System Development (ESD) team developing niche electronic solutions to unique business issues.

The role is varied and will involve working effectively and efficiently on their own or in a project team of engineers (both Mechanical and Electronics) in the laboratory or out in the field. The Technical Officer shall assist in taking requirements, producing designs and turning these into fully functional products or systems for operational use in the field. The work will include the full lifecycle of design, prototyping, manufacture, assembly and test of mechanical and/or electronic elements of the project depending upon the individual.

The work will also include assisting in the evaluation, recommendation for purchase and modification of specialist equipment from the marketplace to meet specific business needs. This will include procurement activities and support to the ESD laboratory, workshop and equipment.

A typical day, depending upon the role, may involve assisting with software and hardware development projects, assisting with or carrying out 3D modelling, electronics or mechanical design, participating in project meetings, design reviews/workshops and meeting with customers or suppliers as well as helping with all aspects of the support to the ESD team. The Technical Officer will exhaustively test items before deployments and provide accurate test reports.

All engineering staff may also be required to participate in occasional operational or field work alongside operational colleagues and officers. This could also include third line support to solving complex technical problems.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Knowledge, Skills and Experience

Qualifications

  • Preferably HNC/HND in Electronic/Electrical/Mechanical Engineering.

OR

  • ONC/OND in Electronic/Electrical/Mechanical Engineering hands-on practical experience in Electronic Systems development.

Experience in some of the following areas:

  • Recent demonstrable experience of working in a design environment for electronics equipment/products.
  • Communication at all levels;
  • Working on delivering electronics/mechanical systems into a robust environment.
  • Experience of Design for Manufacture;
  • 3D modelling, mechanical design and techniques;
  • Liaison with external suppliers and manufacturers;
  • Experience in robust system / module testing
  • Working very closely with a team of electronics development engineers
  • Manufacture, production and support of electronic Engineering technology across modern electronic disciplines.

Proven practical experience in developing technology solutions in some of the following areas: 

  • General Electronics design;
  • Design of embedded systems including hardware and software;
  • Mechanical CAD e.g. CREO, Solid Works etc;
  • Knowledge of Audio and Video;
  • Knowledge of Communication and RF systems.
  • Knowledge of Enclosures, Materials and Manufacturing techniques;
  • Knowledge of 3D modelling, printing and mechanical design/manufacture
  • Knowledge of PSU and Battery technologies;
  • Schematic capture and PCB design;
  • 3D printer equipment and Mechanical Workshop equipment
  • Knowledge of designing for electronic/electrical/mechanical safety
  • Knowledge of product evaluation and selection against specified criteria;
  • Material properties and selection;

Desirable:

  • Membership of a professional institution
  • Full clean UK driving license.
  • Willingness to drive MPS vehicles
