Job Title: Senior Project Manager

Salary: £56,560 to £60,714 plus £1,639 location allowance. You will receive £56,560 the band minimum. Progress to the band maximum of £60,714 will be via incremental progression.

Description of Unit

Technology, Research and Innovation (TRI) are part of Operational Technology within the Met Operations 3 command and are responsible for keeping the MPS at the forefront of new and emerging technologies. This is achieved by undertaking research and development of innovative solutions for Operational and Corporate MPS customers, including Counter Terrorism. The work is highly innovative and may involve undertaking research activities with academia, exploring new off-the shelf technologies, taking commercially available products and modifying them or where a solution does not exist, creating it. This may be through development of bespoke IT hardware/software/electronic solutions or a combination of these. Delivery of these solutions involves the complete lifecycle from developing requirements with customers, producing design solutions and turning these designs into fully functional products or systems for operational use in the field. The Unit specialises in being able to rapidly deliver tailored technical solutions to meet immediate operational requirements.


Description of Department

The IT Systems Development team develops bespoke IT solutions to unique business issues relating to some of the more specialist and sensitive parts of the MPS/National policing network. Delivery of these solutions involves the complete lifecycle from developing requirements with customers, producing design solutions and turning these designs into fully functional products or systems for operational use in the field. Some of these systems require on-going support due to their specialist or short term nature. Other systems will be required to be transitioned into corporate support. The IT department works closely with the Electronics Systems Development, Research and Explore departments of TRI as well as Digital Policing and other MPS technology departments.


Work Activities

The senior project manager is responsible for delivering innovative IT solutions for specialist and sensitive parts of the MPS/National policing network using trusted suppliers and TRI engineers, many of which are high value and are high impact. The projects are normally transformational and require change within the business area in tandem with the delivery of new capabilities. The role holder leads and manages the project team to deliver the technical solution, with authority and responsibility through a Project Board running the project on a day-to-day basis. This will include getting business requirements written and signed off, securing required funding to deliver the project with continued support, approving the technical solution and using effective financial management process’s to manage the budget and delivering the project with all the necessary sign off, on time and within budget.

As well as the formal responsibilities set out in project management methodologies such as PRINCE2, the project manager has an important key role to ensure that interfacing between all parties of the project and the business area are effective.

The role holder will be running a number of projects in parallel and will act as the focal point for the project management in TRI.

Specific responsibilities of the Senior Project Manager

  • Preparation of business cases, user requirements, statement of requirements
  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility
  • Manage changes to the project scope, project schedule, contractual and project costs
  • Managing the production of the required deliverables and ensuring technical solution meets the user requirements
  • Planning and monitoring the project
  • Maintaining a project finance plan (PFP) and project plans
  • Preparing and maintaining project, stage, finance, exception plans/reports and communicating these
  • Managing project risks, including the development of contingency plans
  • Liaison with any other related projects to ensure that work is neither overlooked nor duplicated and maintaining an awareness of potential interdependencies with other projects and their impact
  • Monitoring overall progress and use of resources, initiating corrective action where necessary
  • Applying project change control and contract change controls (CCN)
  • Applying configuration management (CM) processes
  • Liaison with appointed information assurance unit (IAU) representatives to assure the overall direction and integrity of the project and security compliance with HMG InfoSec/MetSec standards
  • Adopting and applying appropriate technical and quality strategies and standards
  • Identifying and obtaining support and advice required for the management, planning and control of the project
  • Producing end of stage reviews (as required) and completion certificates e.g. milestones, project completion, handover etc. as required.
  • Preparation of handover documentation and transition planning into support arena where required
  • Preparing any follow-on action recommendations
  • Manage the relationships with the client and all stakeholder
  • Provide the interface between the project sponsor and the supply side, internal MPS departments and external partners
  • Establish and maintain relationships with third parties/vendors
  • Act as the focal point for project management in TRI

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post. 

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Qualifications

  • Honors degree in an IT or Engineering related discipline

       OR

  • HNC/HND in an IT or Engineering related discipline

Desirable Qualifications

Project Management Professional (PMP) / PRINCE 2 certification

 Experience (Minimum of 10 years) 

  • Proven working experience in a senior project management role
  • Excellent client-facing and internal communication skills
  • Excellent written and verbal communication skills
  • Solid organizational skills including attention to detail and multitasking skills
  • Project management of an IT Development team comprising internal IT engineers and trusted external suppliers
  • Managing a programme of IT development projects across modern IT disciplines, including planning from initial requirements right up to implementation, successful delivery, initial support, transition and training. This may include managing the installation/deployment of solutions.
  • Demonstrable experience of project managing and leading the delivery of a major IT project of significant size and complexity.
  • Protective marking of IT systems and an understanding of how IT security is applied to protect sensitive data and users.
  • Developing Service Level Agreements, Contracts and Business Cases to secure funding for larger IT projects.
  • Allocating resources to deliver the projects on time and to budget including managing project budgets

Proven practical experience in developing technology solutions in many of the following areas: 

  • General IT hardware and software
  • Programming knowledge and experience in at least one object-oriented language (e.g. Java, C# or C++)
  • Database knowledge and experience in at least one (PostgreSQL, MySQL, SQL Server and Oracle Database)
  • Web development knowledge and experience in at least one (e.g. HTML, CSS, JavaScript, PHP, ColdFusion, VB.NET)
  • Network Architecture development, implementation, testing and validation
  • Secure Network communications architectures including wired and wireless technologies
  • Network Communications data analysis
  • Knowledge of Penetration testing and IT health
