Salary: £67,261 to £77,982 plus £1,639 Location Allowance. You will receive £67,261 the band minimum. Progress to the band maximum of £77,982 will be via incremental progression.

Fleet Services

The vision of the Metropolitan Police Service (Met) is to make London safe for everyone. We are radically changing to deliver high-quality policing services in a more efficient and cost-effective way, in line with the Mayor of London’s Police and Crime Plan. Changing operational demands affect the size, make-up and deployment of our fleet.

The Met’s fleet of 5000 vehicles, 1000 pedal cycles and 25 marine vessels are all important physical assets that enable our officers and staff to carry out their jobs. The vehicles are a workplace for our officers and staff, carry sophisticated equipment for operational policing and providing a safe environment for the transport of the public and prisoners.

The vehicles are deployed on a wide range of duties and include such variety as general-purpose cars, protected public order carriers, motorcycles, armed response cars, pursuit cars, prisoner transport vans, transfer of plant and equipment. On many of these duties, the vehicles are subject to arduous use, responding to emergencies using police exemptions.

MO11 Fleet Services provides professional fleet solutions in support of all operational policing requirements across the Met in the most cost-effective way and is responsible for the entire lifecycle management of the Fleet.

We are working through our environmental strategy to drive down emissions and support the Mayor’s London Environment Strategy, which has a vision to be a zero-carbon city by 2050.

The Role

The role holder will be required to lead and develop a team to enhance the overall fleet operation and ensure that we meet operational demands and keep London safe by ensuring a safe, fit-for-purpose and available fleet in the most efficient and cost-effective way.

Key Responsibilities

  • Drive overall engineering performance and meeting strategic improvement initiatives, so that MO11 Fleet Services remains as a competitive, best in class department
  • Develop and monitor technical standards across all areas of Fleet Services including, but not limited to: risk management, corporate road risk and Officer Safety
  • Develop technical conversion solutions to support the move to zero emissions
  • Ensure MO11 Fleet Services is compliant with the latest legislation and policy related to construction and PUWER
  • Lead the teams responsible for engineering standards and contractor conversion performance, taking responsibility to deliver against strategic objectives
  • Develop effective relationship to support regular standards meetings with 3rd party suppliers to review contract engineering performance and hold them accountable for delivering against KPIs
  • Accountable for the engineering success factors relating to acquisition, maintenance and disposal of the fleet and ensure all 3rd party costs are apportioned correctly
  • From an engineering perspective, oversee the end-to-end life cycle of contracts that support the fleet and ensure engineering standards are maintained at all times
  • Readily available statistical information to inform engineering and technical decision making and identify and manage any corrective action
  • Lead on the management of technical standards across the department and maintain and enhance relevant processes and procedures
  • Champion and drive a sustained culture of continuous improvement, challenging existing standards, exploring new ways of working, benchmarking, good practice, feedback and analysis
  • Lead and develop comprehensive training plans, ensuring all staff are aware of and able to work to the engineering standards – formulate an audit-based gap analysis approach and organise the rollout of such training using appropriate methods in line with PDPs, career progression plans and future business requirements
  • Establish a creative and dynamic environment to allow highly motivated, focused and adequately skilled teams to flourish and fully abreast of modern tools, techniques and developments within their own area of specialism

Essential skills

  • Strategic thinking to set the direction, maintain market/industry awareness and ensure ‘best practice’.
  • Performance analysis and the ability to translate and report key findings to influence organisational decision making.
  • Risk management to proactively understand and manage risk effectively and capitalise on opportunities.
  • Effective influencing and communication skills, particularly at a senior management level to ensure the MPS receives the best technical solution that meets operational requirements and delivers value for money.
  • Robust problem solving, decision making, and analytical capabilities in a fast paced environment.
  • Ability to deal with ambiguity and identify priorities to inform decision making that could have significant operational and/or financial impacts.
  • Possess high level of technical acumen and financial awareness to effectively deliver Fleet Services technical requirements with significant cost variances.
  • Ongoing identification and understanding of the needs of the business, as well as potential barriers, to ensure continuous improvement.
  • Ability to hold service providers to account and address performance issues in a constructive and inclusive manner.

Essential experience

  • Engineering degree in an automotive discipline.
  • Development, monitoring and evaluation of fleet technical standards and policies.
  • Development and implementation of policies and service management processes.
  • Driving a culture of efficiency and improvements in a fleet environment, focusing on reducing costs and improving standards.
  • Managing relationships between internal stakeholders and service providers.
  • Technical experience/expertise with a solution focused approach to drive effective problem solving and innovation.
  • Managing performance and service levels of external suppliers.
  • Leading a technical fleet team including long term training and development planning.
