Job Title: Commercial Lead Solution Delivery

Salary: The starting salary is £71,503, which includes allowances totalling £2,841.

The salary is broken down as £68,662 basic salary, which will increase annually until you reach the top of the scale £75,638 Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.

As a Commercial Lead, your procurement expertise will contribute towards improving our policing activities, our capability to reduce crime, ensuring we deliver on our pledge to Londoners: More Trust, Less Crime & High Standards.

As a Commercial Lead within the Technology Solution Delivery Team, you will provide commercial solutions for the delivery of a pipeline of high value, complex technology projects, in a fast-paced environment, lead your own team of category managers and consultants and provide a trusted service to stakeholders in diverse business functions across the MPS.

This role is demanding and rewarding with exciting opportunities to deliver commercial and supplier solutions that will enable the Commissioner’s New Met for London. We are looking for a commercial professional, with experience of managing complex, high value technology programmes and projects, developing category strategies, leading negotiations with suppliers and working with senior stakeholders across multiple business groups to solve commercial problems in a dynamic environment.

With this background, you will bring experience delivering commercial solutions throughout the commercial lifecycle, in a fast- paced environment, managing stakeholder’s relationships at senior level, leadership, balancing the delivery of high value, complex projects with values-based leadership through modelling behaviour, coaching and mentoring.   

The Digital, Data and Technology Commercial team is service led and people focused.  Procuring and managing some of the Met’s most strategic suppliers and critical contracts, including infrastructure services, cyber security, Command & Control, Connect, software, radios and body worn video, the team maintains a flexible resource model, working collaboratively across the organisation to lead commercial delivery across the entire commercial life cycle. This is a fantastic opportunity to join a team of 17 that is working at pace to deliver a high quality, end to end commercial service, supporting the Met in seizing the opportunities of data and digital technology to be a world leader in policing.

The DDaT Commercial team has two sub-pillars.

  • Service Delivery & Infrastructure
  • Technology, Innovation and Solution Delivery

The Technology, Innovation and Solution Delivery team are responsible for sourcing new, high value and complex Technology, technology professional services, infrastructure, hardware, software and services to deliver on the Commissioner’s mission: More Trust, Less Crime and High Standards.

The team’s focus is:

  • Working with operational policing stakeholders to translate front line policing requirements;
  • Leveraging the knowledge of small medium enterprises and leading global Tech companies to create commercial models and
  • Delivering market solutions through innovative sourcing to deliver best value for the organisation.

Providing innovative and flexible commercial solutions and forming strong relationships with stakeholders and suppliers to deliver Data & Digital solutions is the key objective for the team.

No two days are the same and you will gain invaluable commercial experience, helping to deliver commercial solutions in a dynamic, fast paced environment.

Application process

  • The sift is based on the essential criteria and will take place week in the commencing the interviews will aim to take place in the week commencing 29th April 2024.
  • Interview selection is based on the Government Commercial Function People Standards at Associate Commercial Specialist.
  • If successful at the paper sift stage, candidates will be invited to the Government Commercial Function Assessment and Development Centre (ADC) where your skills and experience will be assessed against the Commercial People Standards for the Profession at Commercial Lead Level. The ADCs will be held in May 2024. Depending on the outcome of the ADC, successful candidates will then be invited to a panel interview.
  • Internal and external candidates who have secured an A at the ADC will be eligible for a permanent appointment. External candidates who have secured a B at the ADC are eligible for appointment on a 2-year fixed term contract, until such time they re-sit the ADC and secure an A, at which point they can be offered a permanent contract at the same level without further competition.

Additional Information

If successful at the paper sift stage, candidates will be invited to interview. Successful candidates will then be invited to undertake the Government Commercial Function Assessment and Development Centre at Commercial Lead level.

Roles in Commercial Services are aligned with the levels of the Government Commercial Organisation, which sits within the Government Commercial Function. This role has been mapped to Commercial Lead level. Paper sift, is assessed against the essential and desirable criteria. The Assessment and Development Centre, and interview selection is undertaken against the Government Commercial Function People Standards for this level.

Essential criteria

  • Experienced and knowledgeable in how the technology market works and what drives business decisions, innovations and commercial strategy in consumers and suppliers alike.
  • Excellent understanding of sourcing and procurement methodologies, ideally within a regulated or public sector environment.
  • Evidence of having delivered organisational benefits to customers through effective design and/or implementation of category strategies or category management as a methodology; able to describe value add and savings in a strategic context in a complex commercial environment.
  • Experienced and knowledgeable in how the market works and what drives business decisions, innovations and commercial strategy in consumers and suppliers alike.
  • Ability to prioritise and manage a demanding workload whilst balancing both operationally urgent and important tasks to deliver to deadlines aligned with strong project management capabilities gained through practical professional experience,
  • Experience working and effectively influencing senior stakeholders with or without authority projecting personal impact and credibility at all levels (including senior) of the organisation and the external market, demonstrating an ability to influence, persuade and effectively communicate.
  • Evidence of inspirational and inclusive leadership, developing a professional culture and building commercial capability. Empowers team members through coaching, mentoring and sharing of expertise/knowledge.

Desirable Criteria

  • Experience of working in Contract Management roles or across the commercial life cycle.
  • CIPS qualification / IACCM certification (or working towards).
