Job Title: Lead Intelligence Analyst

Salary: The starting salary is £45,073, which includes allowances totalling £2,841.

The salary is broken down as £42,232 basic salary, which will increase annually until you reach the top of the scale £50,385. Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.

Location: Westminster, Croydon, Romford, Putney and Vauxhall

Working for Met Intelligence (MO2) you will be at the forefront of the unique challenge of policing London. Our structure enables the Metropolitan Police Service (MPS) to receive a clear picture of threats and priorities across London, informing how best to task officers, staff and assets to respond effectively. In order to deliver this service we need to ensure our staff have the right training, tools and leadership that puts intelligence at the heart of our operational response. As a Lead Analyst in MO2 you will play a pivotal role in achieving our vision to provide the highest standard of influential analysis and research to inform Frontline Policing and Specialist Operations, ultimately helping to tackle threat, risk and harm in London.

Duties and Responsibilities

You will be responsible for the effective running of your analysis and research team; motivating and developing each member whilst overseeing the production of analysis that explains crime patterns and trends relevant to the area you are accountable for, identifying new risks and threats and supporting the production of appropriate and quality assured products.

Being able to see the bigger picture, you will efficiently allocate analytical support by using a robust tasking process and establishing excellent communication and negotiation channels with your senior leadership team. As a natural problem-solver you’ll prioritise and identify issues, making quick, sound decisions, providing expertise to assist decision making at a strategic, tactical and operational level.

By working collaboratively and developing strong and effective relationships with internal and external partners, the intelligence you help to develop will hold the key to preventing and solving crimes, disrupting offenders and criminal networks and keeping communities safe from harm. Key tasks

  • Ensuring that the analytical output from your team informs local and MPS-wide tasking processes and supports the delivery of the MPS Control Strategy.
  • Overseeing the identification of intelligence requirements and making informed decisions around the prioritised deployment of your team’s resources to ensure efficient, effective analysis and research is undertaken and analytical support is provided at a strategic, tactical and operational level to mitigate threat, risk and harm.
  • Supervision of the analysis around crime and disorder problems, themes or trends undertaken by your team, ensuring any intelligence products or briefings produced are well informed, quality assurance controlled and meet the required national standards. In addition, you will maintain a strategic oversight of your team’s remit with the responsibility to create relevant strategic products.
  • Responsibility for the overall welfare and supervision of your analysis and research team, managing their workload and carrying out regular performance development reviews to support their progress.
  • To be a central point of contact, managing expectations and enabling collaboration with other MPS units, key stakeholders and customers; orchestrating any data exchange with MPS and strategic partners where appropriate. Negotiate successfully with Senior Officers and staff to ensure mutually agreed, consistent (and where needed, bespoke) service provision.
  • Ensuring that analytical support helps drive innovation and best practice by promoting the roles of the analysts, researchers and Intelligence Officers (where appropriate); liaising with police officers and partners to develop relationships and processes that support the analytical requirements of MO2 and MPS intelligence objectives.
  • Maintain awareness of innovation within the field of intelligence to enable implementation of the latest techniques, tactics, best practice and information relevant to the role; ensuring compliance with guidance relating to collection, recording, evaluation, sharing, review, retention and disposal of information.

    • Critical thinking skills - Proven experience as an Intelligence Analyst with a highly developed knowledge of research, analysis and evaluation and a passion for working in policing and intelligence.
    • Management capability – Ensuring the welfare needs of your team are met as well as developing their proficiency by reviewing and assessing individual and team performance against expected standards, providing objective and effective feedback and if required, ensuring corrective actions are taken.
    • Leadership – The capability to not only manage your team but lead it by example; motivating and inspiring your staff, adopting effective decision-making strategies and acting as an advocate for both your team and the Senior Leadership Team, delivering difficult messages when necessary
    • Communication Skills – A strong ability to present your work in a clear and concise written format, as well as deliver your findings verbally, adapting your output to meet the needs of different audiences.
    • Negotiation skills – Ability to quality assure intelligence products, problem solve and negotiate with, and influence, senior managers based on data and analytical outcomes.
    • Honesty and Integrity - The ability to maintain the highest levels of integrity, discretion and confidentiality and handle sensitive information appropriately.
    • Strong Interpersonal skills - The ability to build and maintain effective relationships with staff and officers of all levels, as well as external partners, promoting a positive and professional image of the MPS; identifying key stakeholders and taking appropriate steps to understand their needs and concerns.
    • Initiative -The capability to use initiative to manage your own workload and that of your team, planning ahead to appropriately allocate work, identifying and mitigating risks to delivery.
    • Flexibility and adaptability - The ability to work within a fast-paced environment with competing priorities, taking a flexible approach to working hours and locations where business need dictates.
    • IT Literacy - Excellent IT skills, including a high level of experience working with Microsoft Excel, Word and PowerPoint.

    Desirable Criteria

    • Experience in leading, supervising and managing a team.
    • Skilled in using specialised software to extract, analyse and report on data.
    • Experience of training and coaching members of staff
    • Understanding of relevant legislation, corporate IT systems and policies appropriate to role and their use (including Regulation of Investigatory Powers Act and Management of Police Information)
    • Knowledge of the National Intelligence Model
    • Familiarity with the practice of intelligence gathering and understanding of associated techniques, legislation and codes of practice.
