Job Title: MetCC - Operational Business Support Lead

Salary: £50,897 to £62,015 plus a Location allowance of £1,721. You will receive £50,897 the band minimum. Progress to the band maximum of £62,015 will be via incremental progression.

Location: Primarily MetCC Lambeth, although the successful candidate will be required to attend other MPS sites, or locations outside of the MPS estate as part of the role.

 


Role Profile:

The MetCC Operational Business Support Lead will have responsibility for technical strategic planning to ensure that all MetCC IT systems run effectively and align with MPS requirements. The role holder will ensure that the correct services are provided by Digital Policing and other service providers, holding internal and external stakeholders to account to ensure any system failures are resolved expeditiously to minimise operational impact, while enhancing future resilience across the MPS communications systems. 

Key Responsibilities:

With MetCC being part of the Critical National Infrastructure, the role holder leads, develops, tests and reviews MetCC Business Continuity plans to ensure that they are in accordance with the Civil Contingencies Act and all MPS Policies.

The Operational Support Lead will have responsibility for supporting continuous improvement and management of Standard Operating Procedures (SOP’s) and MetCC Polices. SOPS are active documents and procedures that our operators and supervisors need to allow them to follow correct processes.

The role holder will support the continued strategic development and enhancements to the Command & Control (C&C) system by working closely with third-party suppliers. They will ensure the continued integration with current and new technology. 

The role holder will act as the Critical Incident Manager, proactively recognising MPS incidents that have been declared as potential reputational risk to the organisation, creating a comprehensive Incident Report for the Independent Office for Police Conduct and / or Directorate of Professional Standards as required.

They will lead, manage, and coordinate user acceptance testing (UAT) to ensure that changes are operationally acceptable. Providing feedback to suppliers to rectify identified concerns where changes are not fit for purpose.

The role holder will own the strategic response to Freedom of Information (FOI) requests relating to all 999 and 101 systems. As such, they will be the final decision maker in respect of definitions, exemptions and what other statutory reasons for the MPS declining information under the Act. This is time sensitive, with statutory response time of just 20 days.

There may also be a need in the future for the successful applicant to take up another change portfolio subject to the business needs. And this will be subject to review by the SLT in the future.


Post Basis:

Please note these roles will operate on a Monday to Friday basis, during typical office hours yet to be decided, but likely to be between 8am to 6pm. Therefore, they will not attract premium pay for rostered working or shift disturbance allowance (SDA). Other allowances will be payable in accordance with the Police Staff Pay & Allowances Manual. Flexibility around hours will be required when workload demands. Flexible working may be considered in line with the role.

Essential Criteria:

  • Expert knowledge of Business Continuity processes. As part of the Critical National Infrastructure, MetCC plans need to be effective and efficient covering varying IT failings
  • An intermediate working knowledge of JESIP (Joint Emergency Services Interoperability Programme) or a similar type of Programme
  • Expert knowledge of Civil Contingences Act 2004 covering loss of IT, buildings, and staff of which all plans must be compliant. This will include the planning and delivery of the annual centre closures, which involves working with both internal and external partners
  • Expert knowledge of strategic management of certain MPS IT infrastructure, including Computer Aided Despatch (CAD), Call Handling System (CHS), Integrated Command & Control System (ICCS), IVR and AVAYA
  • Advanced knowledge of varying call routings for both 999 and 101 calls, including capacity of each of the primary and secondary ISDN30 lines. To have a proficient knowledge of the fail over arrangements and the possible causes, providing subject matter expertise on guidance around protecting the service level
  • Excellent knowledge around Freedom of Information (FOI) requests understanding varying requirements, such as call data, crime statistics, and MPS policies
  • Awareness of General Data Protection Regulations (GDPR) and associated MPS Policies
  • An understanding of how to balance workforce capacity whilst allowing staff Learning and Development to achieve organisational / operational objectives
  • Advanced experience of corporate risk management by balancing risk and innovation in trialling new ideas or translating insights into actions
  • Proven large and small-scale project management skills, with the ability to own, shape and proactively deliver projects on time and budget

 Desired Criteria:

  • Information Management knowledge to ensure each policy is correctly reviewed at the relevant time having version control
  • Proven ability to work closely with the PCS, Federations, DLS, CPIC to ensure work is fit for purpose and produces high quality outcomes
  • A intermediate working knowledge of all MetCC core business areas (First Contact, Despatch and Pan London)
  • Knowledge and experience of the Human Rights Acts 1998 and General Data Protection Regulations (GDPR) and associated MPS Policies
