Job Title: Finance Analyst

Salary: The starting salary is £60,893, which includes allowances totalling £2,928.

The salary is broken down as £57,965 basic salary, which will increase annually until you reach the top of the scale £63,230 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Job Purpose

The role sits within Strategic Finance which provides insight into the MPS’s corporate financial position into the medium and long term and works to support an integrated business planning process and strategic decision making in the organisation. The team has an outward facing mentality, playing a critical role in engaging with key external stakeholders, particularly the Home Office and MOPAC, on the strategic financial position of the MPS and on future funding and choices

To deliver high-quality financial analysis, forecasting, and reporting in support of the MPS Medium Term Financial Plan, capital programme, and revenue and reserve management processes.

The role ensures the accuracy and consistency of financial insight provided to internal and external stakeholders, contributing to effective resource planning and budgetary control.

You will be responsible for:

• Carrying out financial analysis to support scenario modelling, including leading projects to assess financial impacts.
• Gathering benchmarking data to support the decision making process and give advice on to-be costs.
• Analysing inputs for the annual budget process, providing leadership to peer colleagues in ensuring that these are appropriate in quality.
• Responsible for updating the information on Risks, Issues and Opportunities and analysing it at business group level to support reporting and decision-making process. This is critical to assessing the Met’s financial position and the clarity of accountabilities for financial risk for Exco and individual Chief Officers.
• Horizon scanning to support the financial planning process
• Producing templates & collating information on savings, growth, producing the information for input for budget reports and once agreed, working collaboratively with FBPs to upload the information on PSOP
• Carrying out various reconciliations e.g. PSOP to budgets, financial planning templates to resolve data integrity issues.
• Playing an active role in end-to-end budget process including preparation of planning templates, liaison with FBP teams, MAR team, and updating budgets for known savings, pressures.
• Supporting the budget load process.
• Maintenance of POA information and other external returns and analysis. 

Key Result Areas

• Coordinate and validate inputs to the MPS Medium Term Financial Plan (MTFP) to ensure financial sustainability over the planning horizon.
• Support the end-to-end budget cycle by preparing planning templates, collating inputs from Finance Business Partners, and updating budgets with approved savings and pressures to enable clear and accurate financial planning.
• Develop and maintain financial reports and scenario models that provide insight into funding risks, opportunities, and capital/revenue affordability, supporting senior decision-making.
• Contribute to quarterly management reporting including MOPAC governance compliance, reserve analysis, and savings tracking to maintain oversight of financial performance.
• Support the monitoring and financial control of the Capital Programme, ensuring alignment with the MPS Capital Strategy and investment priorities.
• Reconcile budget planning and reporting data (e.g. from Professional Services Operating Platform – PSOP) to ensure consistency and resolve data integrity issues.
• Contribute to external reporting (e.g. statistical returns to CIPFA and Home Office), ensuring timely and accurate submissions to meet regulatory and reputational obligations.
• Support the financial management of approximately £200m in centrally held funds, ensuring robust controls and insight into expenditure allocations.

• Contributes to the delivery of the MPS’s £5bn annual budget and long-term affordability strategy.
• Outputs directly inform Commissioner and Chief Finance Officer decisions, Home Office returns, and MOPAC funding conversations.
• Financial modelling and scenario planning influence key investment and savings decisions across the organisation.
• Errors or omissions in reporting could impact financial compliance, reputational standing, or strategic funding.

Dimensions

• Budgetary Authority: No personal delegation; supports financial management of centrally held funds (~£200m). Advice and insight to track risks, issues and opportunities across the Met and ensure these owned and managed appropriately.
• Staff Responsibility: May supervise a graduate trainee on a project or rotational basis. Leadership of processes to integrate planning for the multi-bn Met budget.
• Workload: High-volume, multi-streamed work involving hundreds of budget line changes and complex financial data.
