Job Title: Technical Surveillance Officer - Communications Exploitation Engineer

Salary: The starting salary is £51,196, which includes allowances totalling £2,841.

The salary is broken down as £48,355 basic salary, which will increase annually until you reach the top of the scale £52,730 Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.

The Team

The position is in MO3 – the Covert Policing Command of the MPS. The role sits within the Technical Surveillance Unit. The Command supports policing in London and beyond by providing specialist operational and technical services to front line policing and specialist operational work.

The Role

The role involves working in a small, dedicated team of specialist engineers developing, customising and deploying covert technical surveillance assets in support of MPS MO3 operations. The role requires a practical and flexible approach and attitude as well as a willingness to take part in shift and on-call Rotas to provide 24/7 support. You will also be required to work protracted hours in challenging situations, in pursuance of providing electronic and communications technical surveillance supporting MPS covert policing activities. You will be working as part of a team supporting covert policing, often for protracted periods on a 24/7 basis, potentially anywhere in the UK using your RF communications knowledge and experience. This may require working away from home for the duration of an operation. This is an opportunity to use your specialist skills and initiative to ensure the success of some of the MPS's most serious operations.

What does the average day look like? Your core duties will include:

  • Deploying on MO3 operations as dictated by operational demands.
  • Resolving technical problems and technical issues as they arise
  • Working in a supportive, positive manner within an established team in demanding environments for protracted periods
  • Maintaining highly accurate records, recording activity and report writing
  • Ensuring technical safety standards are maintained.
  • Adapting working practices to suit operational requirements.
  • Working within a legal framework

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Essential For the Role, e.g. qualifications, licenses, languages, training  

Knowledge, Skills and Experience

  • Qualified to degree/HND/HNC level or be able to demonstrate exceptional relevant experience.
  • Hold a valid UK driving licence.
  • Comprehensive understanding of RF communication systems with a particular in-depth knowledge of current mobile, cellular and WiFi communications systems
  • Proven experience of covert technical deployments
  • Understanding of the IP Act 2016

Additionally, the following skills/requirements:

  • Thorough understanding and extensive knowledge of transmission systems and the frequency spectrum, modulation methods, antennas, IP radio, mobile and cellular communications networks (2G, 3G, 4G, 5G), WiFi, Bluetooth and optical fibre
  • Understanding of GPS
  • Knowledge of Electrical and Electronic principles
  • Good understanding of IP principles and networking
  • Good interpersonal skills and a strong team player
  • Flexibility and resilience to changing working environments.
  • Ability to work for protracted time periods in demanding environments sometimes away from home.
  • High level of IT literacy with a willingness to learn and understand bespoke platforms.
  • Possess good analytical skills.
  • Good standard of general education with the ability to write comprehensive reports to a very high standard.

  • Work within a stringent safety and legislative regime and take responsibility for ensuring compliance.
  • Be willing to undertake residential training.
  • Working as part of a shift system providing 24/7 operational technical surveillance support across the UK
  • Working as part of an on-call rota providing 24/7 cover to support operations.
  • Recognised surveillance qualifications and/or CoP accreditation.

 Additional Information:

  • You will be required to work under pressure at unsociable hours, occasionally away from home, providing a critical service to covert policing.
  • Owing to the sensitive nature of the work, discretion is essential. 
  • You will be required to take part in a shift Rota and a 24-hour on-call system to support MO3 operations at short notice.
  • You will be required to undertake specific project work in order to further technical deployments.
  • Role is subject of a shift system with appropriate allowance.
  • Shift and On-Call pensionable allowances are paid as appropriate.
