Job Title: HOLMES Incident Manager

Salary: The starting salary is £43,425, which includes allowances totalling £7,427.

The salary is broken down as £35,998 basic salary, which will increase annually until you reach the top of the scale £38,523.  Plus, a 12.5% shift disturbance allowance, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

HOLMES Incidents Managers are responsible for direct day to day contact with over a thousand Met HOLMES Cloud users across the MPS and the management of investigation records. In order to help deliver new AI functionality to users as it is released and grow the portfolio we are recruiting a further three Band D Incident Managers. As a HOLMES Incident Manager you’ll be at the heart of these efforts, supporting the MITs in a varied and important role. It’s challenging, rewarding work with a small but dynamic team of experienced HOLMES staff from varied backgrounds.

Key Responsibilities:

  • To be the first point of contact for users in the use and benefits of the Met HOLMES Cloud application.
  • To provide expert advice to HOLMES users, ensuring they have a full understanding of the capabilities of their role and the benefits of using the HOLMES system.  
  • To ensure compliance with Metropolitan Police Service HOLMES policy and national guidance, including MIRSAP. 
  • To support the introduction and development of National HOLMES upgrades and identify and support innovative use of the application.
  • Creating new HOLMES incidents and MIPP appeals on request of an SIO including starting the Indexing Policy File
  • Ensure that graphical reading and indexing is carried out in accordance with SIO Policy and HOLMES training standard and be prepared to demonstrate the correct format to users. 
  • Be responsible for authorising users for current incidents at their appropriate training level. 
  • In liaison with the Office Manager, create Custom Fields as appropriate to the incident, providing expert advice when required as to their use.  
  • Carry out a review of HOLMES incidents at regular intervals to present findings and recommendations to SIOs and MIR Office Managers. 
  • Review the HOLMES audit logs to identify any potential security breaches. 
  • Maintain liaison with the HOLMES Support Manager for advice on all HOLMES related issues. 
  • Liaise with the SIO to determine the appropriate time to archive a HOLMES incident. 
  • To complete Casualty Bureau training and attend Casualty Bureau at Hendon during activations to support Casualty Bureau Co-Ordinators 
  • To provide advice and assistance regarding activating the Major Incident Public Portal (MIPP) for public appeals or in the event of an Amber Alert (formerly Child Rescue Alert)
  • On occasion represent the MPS at National HOLMES meetings in the absence of the HOLMES Support Manager 
  • To attend other MPS sites (currently predominantly Jubilee House, Putney, Barking and Lewisham) to assist HOLMES Incident Manager colleagues and other teams as and when required. 
  • To complete additional HOLMES training provided by L&D in order to become fully conversant with all HOLMES roles.

  • Applicants must have current evidenced MIR experience of HOLMES Version 17, 18 or 19. 
  • Applicants must have completed the Indexer or Reader / Receiver (CID User) HOLMES courses and have experience in either role in the last five years.
  • Deliver specialist advice and knowledge to a range of HOLMES users. 
  • Planning and prioritising own workloads to achieve tasks within a tight deadline, including problem solving and working independently. 
  • Excellent interpersonal and communication skills both verbally and in writing. 
  • Ability to work in a team, share work to meet service demands.  
  • Flexible and adaptable approach to short notice work related demands, including working from other sites 
  • You must be willing to commit to performing weekend and Bank holiday on call duties on a rota basis 
  • You must be willing to commit to assisting Casualty Bureau activations; further information available. 
  • You must be able to commit to working shifts between 0700 and 1900 in strict compliance with the 12.5% Shift Disturbance Allowance. 
  • This role has been formally recognised as Support under the January 2025 Hybrid Working Policy criteria. This means a minimum of three days a week on site (60/40), but more if required to do so. This may be subject to future ACPO level review.
