Digital Intelligence Services sits within the Met Intelligence command, and comprises of Communications Intelligence, i3 (opens source) and ANPR.   Communications Intelligence is responsible for supporting the MPS with access and advice to the wide variety of digital material generated in our daily lives; use of mobile telephony, the internet, social media, digital apps and the services connected to them, from vehicles to smart watches.

Communications intelligence provides both intelligence and evidential products to support investigators.   The unit is well known for providing a 24/7 service to deal with life at risk, we provide a critical business function specialising in locating vulnerable people and supporting proactive policing.

The unit also provides data which is estimated to underpin 98% of serious crime prosecutions, playing a pivotal role in Murder enquiries, Kidnap and the detection of sexual offences involving children amongst other types of investigation.  Communications Data is also integral to a wide variety of offences dealt with in front line policing, and the demand for services is growing, in volume, breadth, and complexity.  The CIU now aims to provide a complete support service to investigators, offering tactical advice and acting as subject matter experts.

In 2020 demand for the CIU increased by 50% with fast time operational support growing even faster.  Day to day, the unit supports on average 14 threats to life incidents and provides the intelligence behind proactive work across Met.  To meet these needs to unit continues to expand and we are recruiting to fill a number of additional posts.

As a Band E SPoC we are seeking individuals with a strong work ethic and drive to deliver practical solutions to policing challenges.  You will do this by facilitating the acquisition of Communications Data in a timely manner.  You will be expected to help translate the legal processes involved in data acquisition into everyday language and practical options for investigators.

We are seeking new members to our team from a variety of backgrounds to reflect the many and increasingly wide use of Communications Data in policing – from helping locate a missing person, safeguarding children, protecting the public from online harassment to the investigation of road traffic collisions.  No extensive experience in the use of communications data is required, but an appreciation as to the possibilities and a willingness to learn.

The role is demanding and involves confidence with both IT systems and handling data.  We work with a number of bespoke IT workflow solutions; you should be willing to learn and adapt to a constantly changing environment.

You will need to be able to learn and apply legislation.  The role is a guardian and gatekeeper to the Investigatory Powers Act 2016, you will be responsible for ensuring applications are compliant and lawful.  Changes brought about in new legislation mean that the SPoC must now guide and facilitate requests under different legislation to ensure that investigators obtain material in the correct way; you will be key in delivering this.

The CIU is responsible for researching and providing access to new connected technologies such as data provided by ‘apps’.  You will be an important part in building this part of our expanding business area.  We will help you understand the overlap between the different areas of Digital Intelligence Services and offer the opportunity to expand your knowledge around social media, cellular networks, and online platforms.

We will build on your enthusiasm by helping you achieve a national accreditation, followed by ongoing professional training.

You will

  • Provide specialist advice and guidance to police officers around the practical use of Communications Data to help them deal with both fast time incidents and reactive investigations.
  • Help explain the world of digital investigation to colleagues who often have little practical experience of how to obtain it or use in policing.
  • Review and quality assure communications data applications and engage with applicants to ensure necessity, proportionality and collateral intrusion comply with relevant legislation and associated codes of practice.
  • Advise and give recommendations to designated persons (DP) before and during their review of applications for authorisation, to aid the effective implementation and their understanding of the application process.
  • Identify and acquire communications data from communication service providers (CSPs) to support investigations and crime prevention activity.
  • Evaluate acquired data to ensure compliance with the notice/authorisation issued.
  • Identify reportable and recordable errors and take appropriate action under codes of practice so that information is accurate and properly supports crime prevention activities
  • Comply with all relevant legislation, such as CPIA, RIPA, DPA, IPA.
  • Provide MPS primary support to critical incidents and life at risk scenarios.
