Job Title: CTP - Information Governance Officer (National Retention Review & Disposal (RRD) Support)

Salary: £32,194 to £34,452 plus a Location allowance of £1,721. You will receive £32,194 the band minimum. Progress to the band maximum of £34,452 will be via incremental progression.

Our Information Governance Unit is based within the Counter Terrorism Policing Headquarters (CTPHQ). It advises on all data compliance matters, upholding best practice and making sure that information is managed correctly. As part of this key unit, you’ll give guidance on RRD and the Management of Police Information (MoPI) to staff across CTP. It’s vital that data standards meet the expectations of CTPHQ and national governing bodies.

Day to day, you’ll be working with Information Asset Owners to review CTP’s RRD policy and standard operating procedures. You’ll also provide the National RRD Board with reports and maintain the risk register. Both tasks involve working with a wide range of contacts, both within and outside CTPHQ, so you must be collaborative, with good communication skills.

It’s also important that you’re organised and IT-literate with proven expertise. We’re looking for a sound understanding of data privacy and protection, including the Data Protection Act 2018. Above all, you must have the integrity to handle confidential information. Security vetting is required (if you don’t have clearance already).

Job Role

The Compliance and Assurance Pillar is a department situated in the Counter Terrorism Policing Headquarters (CTPHQ), which supports the CT Policing Network, Specialist Operations business groups within the MPS and pillars within CTPHQ.

The Information Governance Unit is responsible for the strategic management and delivery of information compliance and governance.

 

The Unit’s main responsibilities include;

  • To provide, advise & guide on all matters r elating to data compliance across the CT Policing Network
  • To promote best practice and provide a consistent approach to data compliance across the CT Policing Network
  • To identify, advise & support the development of all Data Sharing Agreements and Data Protection Impact Assessments between CT Policing and partners
  • To lead on the development and maintenance of the information asset register and mitigate data risks
  • To manage the Data Compliance Boards, to develop compliance across the CT Policing Network and manage compliance risks
  • To ensure policies, processes and professional expertise to monitor, coordinate and deliver business related data protection issues
  • To create and maintain a library of CT Policing information sharing, including Data Sharing Agreements (DSA), Data Protection Impact Assessments (DPIA) and Memorandum of Understandings (MoU)
  • To work in collaboration with stakeholders to identify where agreements are appropriate and how the information shared will be utilised
  • To ensure compliance by installing regular reviews of shared information

Job Summary:

The Information Governance Officer (National RRD Support) will provide advice, guidance and support to staff that have a responsibility to conduct RRD on CTP’s information assets.   

Key Tasks

The post holder will be required to do the following:

  • Advise the business on RRD and the Management of Police Information (MoPI) and provide guidance and reviews to ensure data standards met the expectations of the CTPHQ and National governing bodies
  • Working with Information Asset Owners and RRD NCIA Lead, review and maintain CTP’s RRD Policy and Standard Operating Procedures
  • Assist in developing awareness of and compliance with data protection legislation across CT Network
  • Facilitate the National RRD Board with the production of slides, performance reports and dashboards, minutes and actions log
  • Maintain the RRD risk register and ensure actions are updates in a timely manner
  • Work collaboratively with external and internal stakeholders, ensuring a consistent approach to RRD
  • Create and apply the, tools, templates, policies and processes to ensure consistent and correct information management
  • Maintain advice logs, ensuring queries are addressed in a timely manner
  • Ensure that appropriate information and templates are accessible
  • Maintain a list of FAQs for reference, guidance and lessons learnt
  • Work with Information
  • Undertake other tasks as directed by the Head of Information Governance

There may be some travel across the CT Policing Network.

 Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required. 

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Essential Criteria

The post holder must have:

  • An understanding of data privacy/protection legal and regulatory requirements including DPA 2018.
  • Experience of developed report writing skills, the ability to write and update detailed guides on data protection policies
  • Experience of working collaboratively at all levels with both internal and external stakeholders
  • Effective communication and interpersonal skills, communicating complex or specialist information clearly to a range of audiences
  • Effectively plans and organises workload with excellent attention to detail
  • Effectively handles confidential information
  • Good ICT skills, specifically Word, Excel and PowerPoint
  • An understanding of Government Security Classifications (GSC)
  • Effectively works under pressure to meet demanding deadlines

Desirables

  • Previous experience of working in data protection environment
  • Have a working knowledge of applying RRD to information
  • Previous experience of the CTP environment and knowledge of the CT Network
  • Previous experience of developing dashboards and governance documents
  • Experience of working nationally or at a national co-ordination level
  • Hold vetting at MV/SC Level or willing and able to be vetted to this level
  • Knowledge of information management policies and procedures, including:
  • Sensitive Data Processing
  • Data retention
  • Data erasure / restriction requests to forces
