Job Title: Data Standards Architect - Band C - Counter Terrorism Policing HQ

Salary: The starting salary is £45,073, which includes allowances totalling £2,841.

The salary is broken down as £42,232 basic salary, which will increase annually until you reach the top of the scale £50,385.  Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.

Counter Terrorism Policing (CTP) keeps the nation and everyone in it safe from all manner of threats. As those threats evolve, so do we. And you’ll be key to that, since you’ll lead on getting data foundations in place that make a real change to how we see data.

Our multidisciplinary data team defines the strategic vision and priorities, enables decision making, leads development and influences wider government policy and legislation. As Data Standards Architect, you’ll improve the value of data in combating terrorism by advising on policy, standards and the adoption of data standards for new and emerging applications.

Specifically, you’ll develop conceptual, logical and physical data models to add consistency to naming conventions and default values. You’ll communicate the business benefit of data standards — and champion and govern them across the organisation. In addition, you’ll identify best practice and new opportunities for introducing data standards to CTP.

Together with your ability to develop, monitor, communicate and govern organisation-wide data standards, you’ll be adept at building relationships with data standards communities across the public sector and wider industry. You’ll be able to identify best practice and new opportunities, and you’ll take a creative approach to what you do — exploring new ways to derive value from data and optimise it.

The Data Team

The data team is a multidisciplinary team within the Data and Analysis Pillar that provides a range of services to the HQ and wider network. We:

  • Define the strategic vision and priorities for data and technology
  • Enable decision-making on all things digital, data, analysis and technology through coordination of a range of senior boards
  • Lead the development of data-related policy and standards for CTP users, and influence wider government policy and data legislation
  • Deliver an assurance process which ensures that any data tools or techniques we adopt are feasible, effective, reliable, ethical and legally compliant
  • Deliver technology that continues to meet the evolving data needs of our users

Job Summary

As a Data Standards Architect you will:

  • Develop data policies, standards and a common data model for Counter Terrorism Policing with the aim of aligning these with our strategic partners and the wider law enforcement data landscape.
  • Develop conceptual, logical & physical data models to assist consistency in naming conventions and default values
  • Investigate patterns and trends to identify where data standardisation can contribute to increasing our data interoperability
  • Review and update existing data standards maintaining a data standards catalogue
  • Considers requests for new data standards.
  • Implement data standards to improve the use and reuse of CTP data across all new applications and advise on improving data standards on existing applications.

Key Skills

We’re looking for people who are passionate about data, technology and/or public sector digital delivery.

Your key skills will be:

  • Able to develop, set and monitor data standards for an organisation.
  • Communicating the business benefit of data standards, and championing and governing them across the organisation.
  • Building relationships with data standards communities across the public sector and wider industry.
  • Identifying best practice and new opportunities for introducing data standards to CTP.
  • A creative approach to setting data standards within a networked organisation such as Counter Terrorism Policing.
  • Understanding data governance, how this applies to data architecture and how it works in relation to other organisational governance structures.
  • An ability to explore new, more efficient and effective ways of deriving value from data.
  • An ability to optimise and design data to support business opportunities.
  • Identifying opportunities for innovation with new tools and uses of data.
  • Working within a strategic context and communicating how data initiatives meet strategic goals.
  • Familiar with data analytical software and experience of identifying data quality issues.
  • Strong written and verbal communication skills

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
