In MO11 we provide a range of services to the Met, including providing Fleet, Vehicle Recovery, Catering, Travel, Cultural Services, Uniform, ID Passes, Exhibit Management, Records Management and Local support to officers. Whilst these services are quite different in what they deliver, the desired outcomes of delighting our customers, improving performance, delivering innovative services that are value for money and supporting and developing our people are the same.

Job Role

This role provides day-to-day service management across several contracts and reports to the Head of Supplier Assurance. The purpose of the role is to carry out performance management of the end to end delivery of business services within given contracts for which MO11 is responsible. This includes management of supplier relationships for a number of MO11 outsourced contracts covering a particular business area (e.g. Fleet) and business assurance functions across those contracts. It will be key for the role holder to build and maintain excellent relationships with the suppliers and customers of the contracts for which they are responsible to ensure that MO11 services are optimised to meet user needs and to maintain supplier performance through management of KPIs. Role holder will need to work collaboratively with peers performing the same roles across different but interdependent contracts and suppliers.

The role holder should be:

  • Enterprising - champions opportunities for business growth and proactively reduces supply chain risks across the contracts they are responsible for.
  • Motivating – be an ethical role model with a reputation for sustainable development in supply chains.
  • Lead continuous improvement across multiple suppliers and stakeholders within their area of business.
  • Collaborative – cross organisational working to enhance connections and dependencies with their area of business but with a view how this fits into the wider MO11. Champions ethical approaches.
  • Influential – needs to be able to negotiate with suppliers to solve issues and be approachable by suppliers and stakeholders by promoting an inclusive communications strategy.

Key Result Areas:

  • Working in the Supply Assurance team to support a culture of organisational learning and integrity in line with the MPS code of ethics and Met Direction.
  • Deliver excellent supplier management and assurance, to enable our MO11 and their customers to achieve their business objective
  • Improving MO11 services and outputs by driving service improvement activities in supplier performance in the relevant contracts. Accountable for ensuring suppliers meet their KPIs.
  • Provide consistency across the management of relevant contracts providing opportunities for best practice and benchmarks for quality and cost.
  • Improve customer perceptions of MO11 services by building effective working relationships with departments and ensuring that they are kept informed and consulted on things that affect them.
  • Monitor and improve contract performance, against Service Level Agreements and KPIs, by problem solving, escalating to Head of Service / Commercial where necessary and monitoring action or rectification plans where appropriate. Produce regular data based reports on contract performance for SLT governance.
  • Proactively identify and implement opportunities for improvement, growth and importantly the reduction of risk to operational services (especially reduction of any supply chain risks).
  • Facilitiate collaboration between suppliers and service users.
  • Support Head of Service in the implementation and monitoring of the Performance Framework across MO11 services in the assigned business area.
  • Support Head of Service in management of MO11 Risk Management process by reporting on key risks, issues and actions taken for the assigned business area. Ensuring that concerns and recommendations around action or escalation are clearly communicated upwards.
  • Support Head of Service in the development and maintenance of MO11 Business Continuity plans to ensure key services are available without significant delay in an emergency situation by monitoring and assisting relevant suppliers in the development of their Business Continuity plans and feeding into overall plan.
  • Ensuring that suppliers comply with their mandatory and statutory obligations, including health and safety.
  • Accountable for ensuring suppliers met their KPIs.
  • Evaluate the performance of direct reports. To include determination of training needs, career progression plans and business requirements as well as following HR policies and procedures.
  • Undertake and support and ad hoc projects (particularly around continuous improvement of suppliers and Supplier Assurance functions) as directed by the Head of Service.

Experience

  • Experience of Performance Management and KPI delivery (particularly continuous improvement)
  • Experience of managing within a service delivery environment
  • Experience of managing multi-supplier contract
  • Experience of managing Performance Frameworks
  • Experience in working with high value financial contracts and budgets
  • Experience of using data-based analysis to manage supplier performance – including supplier audit processes

Knowledge

  • Understanding of operational policing (or similar complex organisation) requirements and priorities and how that translates into service delivery for the particular contracts they are responsible for.
  • Understanding of relationship management and key performance indicators, dashboards and reporting for the particular contracts they are responsible for (including legal requirements) and how they operate within the MO11 contract portfolio.
  • Understanding of performance management with third party suppliers including how to drive continuous improvement and correct issues.
  • Detailed understanding of supplier service management and contract management within the Public Sector (or similar complex organisation).
  • Desirable to have some knowledge of MPS governance, financial structures and departmental responsibilities (or at least knowledge of how such departments interact in a similar complex organisation
  • Knowledge of business assurance activity including business continuity and managing risk with suppliers
  • Knowledge of Health and Safety in the workplace
