Job Title: Business Analyst

Salary: £51,840 to £56,549 plus a Location allowance of £1,721. You will receive £51,840 the band minimum. Progress to the band maximum of £56,549 will be via incremental progression.

As part of our Business Engagement Team, you’ll help us decide which tech projects to prioritise and take into delivery. The key is to produce concise and informative documentation so the Digital Policing team can make informed decisions.

You’ll start by translating business needs into technical capabilities – establishing requirements, business benefits and use cases, functional specifications and designs, and solution options. Later, you’ll organise Unit Acceptance Testing (UAT) for successful project delivery.

We’re looking for a skilled Business Analyst, with practical experience of delivering varied pieces of work. You’ll be used to business process modelling, producing business papers, and creating functional and non-functional requirements. Ideally, you’ve used the Treasury Green Book to develop business cases and Waterfall methodology. And crucially, you’ve got the people skills to work with project teams, Met colleagues and third-party suppliers.

Job Summary

As part of the Business Engagement Team, the Business Analyst is responsible for the investigation, analysis and design of business activities and processes with a requirement for technology enabling the progression of projects into delivery.

The Business Analyst works with operational colleagues, project teams and third-party suppliers to translate business needs to identify requirements, business capabilities and solution options that can be delivered by Digital Policing.

The Business Analyst enables the business to make informed decisions on the options available to meet the business outcomes, their relative business value and therefore the projects to progress.

The Business Analyst is responsible for creating key artefacts used in the business lifecycle: i.e. process models and maps, requirements (functional and non-functional), decision and options papers, benefits realisation etc

The Business Analyst informs on a number of other artefacts including business and technology design, business change requirements, impact assessments etc

Key Tasks

  • Accountable for analysing customer requests; translating requests into technical capabilities and assessing these against the Service Catalogue.
  • Accountable for working with business users to coordinate and prepare the following artefacts with support as required: functional and non-functional requirements, business requirement documents, business justification documents, business benefits, use cases, functional specifications and designs. Ensure requirements are appropriately implemented within the solution.
  • Accountable for coordinating and preparing the technology inputs to the business case.
  • Work with DP to scope and assess potential Proof of Capabilities (PoC).
  • Define the existing (as-is) processes, lead the design of new (to-be) processes using Business Process Model Notation (BPMN), identify and quantify any gaps; develop recommendations for business improvements.
  • Produce artefacts to support the analysis and design phase of projects using a modelling language such as Signavio
  • Assist in preparation for and facilitation of working groups and stakeholder meetings.
  • Accurately complete and submit time spent on projects for cross charging and proactively flag to the Demand Manager when they are becoming available.
  • Organise Unit Acceptance Testing (UAT) and business acceptance for successful delivery of projects and programmes.

Essential Criteria:

Knowledge

  • In-depth knowledge of a broad range of leading practice business analysis modelling techniques
  • Good knowledge of the key business stakeholders and how to manage engagement with them to elicit best outcomes
  • Knowledge of the MPS infrastructure, applications and key suppliers supporting the MPS business, in particular the business-critical ones
  • Good understanding of the Met Direction
  • Knowledge and understanding of risk management, impact assessments and quality assurance
  • Knowledge of National and local governance processes i.e. MOPAC
  • Knowledge of the full End-to-End Delivery lifecycle and the Treasury Green Book process for the production of business cases
  • In-depth knowledge of a broad range of leading practice business analysis modelling techniques
  • Educated to degree level or equivalent BA experience gained in an ICT environment

  • Communication and personal skills: able to effectively manage stakeholders at all levels while rebuilding trust. Ensuring that information shared is appropriate, and that gathered is useful in progressing project endeavours. Is articulate when delivering presentations and during discussions
  • Report writing and artefact production: able to write articulated structured and succinct professional documents which will be presented at board decision meetings. Able to construct detailed requirements from business input, maintaining traceability, for the selection of suppliers, technical design and to inform testing of a prod
  • Facilitation: able to prepare and lead meetings, challenge constructively and drive decision making, including engagement with third party suppliers.
  • Manage workload: able to manage the varied demands of projects running at different stages, prioritising where necessary, working independently, pro-actively and without supervision

Experience

  • Previous experience of working as a Business Analyst where an in-depth practical experience has been developed to manage and deliver the demand and requirements of varied pieces of work. Small, large, complex, MPS and National IT projects and programmes Business Process Re-engineering.
  • Development of ICT business cases, following the Treasury Green Book.
  • Owning the responsibility for producing Business Process Modelling, Gap Analysis, Benefit realisation, Business Cases and other decision papers
  • Business Analysis in public sector environment using different methodologies but primarily Waterfall.
  • Working in a complex ecosystem of suppliers and managing third party suppliers.
