Job Title: Senior Building Services Engineer (FM)

Salary: £50,897 to £62,015 plus a Location allowance of £1,721. You will receive £50,897 the band minimum. Progress to the band maximum of £62,015 will be via incremental progression.

An exciting opportunity exists in the Property Services Department of The Metropolitan Police Service. The Senior Building Services Engineer (Facilities Management) is responsible for ensuring the building infrastructure of the MPS estate is maintained and fit for purpose. This is a key role within the operational property team supporting the UK’s largest Police Service and helping to make London the safest global city. 

Role Description

This role contributes directly to ensuring that the MOPAC/MPS estate is fit-for-purpose for use by all command units, demonstrates value for money and meets statutory and legislative requirements.  The role provides direct support to the Assistant Director FM in the delivery of services through the management of the outsourced FM Integrator and the wider supply chain.  This role will be based at the Property Service base at either Sidcup or Hendon, however, there will be a requirement for the role to adopt an agile working methodology across the entire MPS estate. 

Under the supervision of the Assistant Director, the role will manage mixed teams of internal staff, FM supply chain including professional technical staff and contractors, to deliver best in class maintenance of the Met estate.

As PSD develops to become more strategic and commercial whilst exploiting supplier relationships to deliver its services, so this FM role will set an example of collaborative working across the supply chain.

Scope

  • Accountable to the Assistant Director FM Operational and a key contact point for building managers, FM mangers, plus PSD and designated officers where building managers are not in place
  • Provide engineering support and assistance specifically focussed on mechanical engineering across FM
  • Monitor and manage the FM Integrator and wider supply chain performance in respect to Statutory Inspections and PPM, ensuring compliance with Regulatory and contractual obligations:
  • Ensuring each supplier provides excellent service delivery and the customer receives a first-class service
  • Exercise retained responsibilities associated with the statutory compliance of the estate and the estates assets
  • Challenge proposed solutions/quotations to drive cost savings
  • Carryout design, development and improvement works across the estate
  • Review system and PPM failures, managing remediation and corrective action plans
  • Conduct regular audits of the Integrator’s management of Tier 2 suppliers, identifying and driving process and procedural improvements
  • Work closely and in partnership with Construction, Engagement, Building Management, and Implementation teams throughout the project lifecycle ensuring that PSD collaborate seamlessly to deliver estates solutions to the Met, with a focus on workplace design that is maintainable, efficient and supports Smarter Working, and a ‘soft-landing’ during the handover period from Construction to FM
  • Proactively manage business risk through the contracted supply chain, including management, liaison and escalation related to shutdowns and the remediation and reporting required following an incident or an audit
  • Exercise retained responsibilities associated with the statutory compliance of the estate and assets
  • Identify, challenge, draft and incorporate user and maintenance requirements with a focus on early involvement in the project lifecycle to prepare for soft-landing
  • Ensure requirements are agreed and clearly articulated, and solutions are effective, standardised and represent value for money in preparation for commissioning work from the Integrator and supply chain
  • Identify and make recommendations for schemes to be included in the Forward Works Plan
  • Follow published FM practices and policy
  • Support delivery of the emerging estate transformation programme and Commissioners Turnaround Plan as required
  • Work closely and in partnership with Building Management across the HQ estate ensuring properties within the portfolio receive the highest levels of service commensurate with and appropriate for operational functionality
  • Ensure effective communications across all supply chains, Property Services and internal MPS customer units for operational property matters
  • Take line management responsibility for assigned members of the FM team
  • Ensure all HR process, training and professional development is completed according to the published timetable
  • Maintain awareness of organisational change both within the MPS and the wider Public Sector

Essential For the Role, e.g. qualifications, licenses, languages, training

Experience and Qualifications

  • Must have an appropriate professional qualification or equivalent experience
  • Membership of a recognised professional body/institute would be an advantage, e.g. CIBSE, IWFM, CIOB or RICS
  • Must have management experience in an engineering/FM environment, with a working knowledge of operational and maintenance best practice
  • Must have strong technical skills in hard FM services and property management, with an in-depth understanding and knowledge of M&E building services
  • Must have worked with complex and diverse supply chains and multi-disciplinary teams, evidencing the ability to maintain relationships across organisational boundaries
  • Must have experience of working within commercial partnerships with significant outsource suppliers, working within a robust performance regime to meet business needs
  • Must have good oral and written communication skills and demonstrable ability to work effectively with operational users
  • Must have strong interpersonal skills, including teamwork and collaboration
  • Must have evidenced skills in issue resolution
  • Experience of agile or smarter working workplace design would be an advantage
