Background to the Role

The Metropolitan Police Service (MPS) Commercial Function are responsible for delivering end-to-end commercial lifecycle management and supporting the wider business in working with third parties.

The MPS spends about £800 million each year on a diverse range of goods and services and we aim to procure them in the most cost effective and compliant way, while satisfying often urgent operational needs. We proactively manage thirty large complex and operationally critical outsourced service contracts, to ensure that we receive the quality services we are paying for and achieve value for money through the entire life of the contract.

This is an exciting time to be working in commercial management for the MPS. The MPS Commercial Function are in the middle of a large-scale transformation, working to deliver the following strategic aims:

  • Build a world class capability and team;
  • Engage effectively with our markets and suppliers;
  • Improving and simplifying how we work;
  • Delivering outcomes through commercial policy

Role Description

This role is an integral part of Commercial Services. In 2020, the Met Commercial Function revised its operating model and identified the need for a bolstered Enablement and Performance Team.

In this role, you will lead the Change and Capability work-stream of the Enablement and Performance Team, owning the portfolio of commercial change across the MPS and delivering improvements in capability for the MPS Commercial Team and wider upskilling of the business. You will be responsible for associated communications, the commercial ‘brand’ within and outside of the MPS, as well as driving improvements in Talent and Performance Management.

In this role, you would be expected to deliver on: 

  • Defining the approach for driving improvements to capability across the Commercial function and wider MPS
  • Defining and managing the overall portfolio of MPS Commercial change
  • Bringing together the end-to-end change and capability, comms and engagement and training activities across commercial services
  • Defining and utilising a structured methodology for change and capability improvement activity
  • Engaging with a wide range of stakeholders across the MPS Commercial team, the wider MPS business and outside of the MPS
  • Acting as a leader across the Commercial team, and becoming a key point of contact for those looking to champion change and continuous improvement
  • Improving the Performance Management process within the Commercial team

In addition to the above, you will be a leader within the Enablement and Performance team and expected to support the team’s growth and evolution.

Key Responsibilities: 

What does the average day look like? Your core duties will include (but are not limited to): 

  • Setting and governing the portfolio of change, driving vision for this overall change and bringing together and linking to strategy
  • Working with internal and external stakeholders to lead and champion change, along with being responsible for the effective and engaging communication of this to internal and external      stakeholders. Key relationships will be with colleagues across the Commercial Function. Other internal stakeholders will include MPS-wide finance and legal colleagues; and Police Staff and Police Officer      colleagues, including Business Unit leads
  • Defining the commercial ‘brand’ management activity needed within MPS Commercial function, and working with individuals to deliver on enabling this
  • Driving performance management of individuals within commercial function, and understanding the overall capabilities and performance that the function needs
  • Owning and maintaining MPS Commercial skills and capability matrix
  • Actively promoting L&D, development opportunities, career opportunities etc. that will enhance      commercial capability
  • Management of a Change and Capability Team, and ensuring the team delivers on activities within its plan
  • Talent Management, including owning recruitment pipeline, overseeing commercial student programme and other talent entry points
  • Designing and running a set of initiatives to increase commercial capability across MPS
  • Nominated representative for commercial change and capability activities at key governance forums (e.g. Steering committee/ etc.)
  • Managing the resolution/ escalation of commercial-wide change and capability Risks, Issues and Dependencies
  • Sharing knowledge and best practice, and drawing together key stakeholders and using relationships to achieve better outcomes for MPS Commercial

Essential Criteria

  • Experience in change management, leading and embedding continuous improvement activities, and delivering sustainable change in a diverse and complex environment
  • A good understanding of the principles of end-to-end commercial lifecycle management
  • A good understanding of the key aspects of governance, commercial policy and relevant legislation
  • Extensive change management knowledge (methodology, approach, critical success factors, lessons learned etc.)
  • Experience of designing, developing and rolling out capability improvement programmes and initiatives
  • Ability to influence others and move towards a common vision or goal
  • Excellent communicator, with strong verbal and written communication skills
  • Ability to establish and maintain strong relationships with senior stakeholder and sponsors
  • Has extensive experience of knowledge management and actively promotes sharing of best practice across MPS Commercial function
  • Ability to work efficiently in a high pressured environment, problem solving and delivering to strict deadlines and targets
  • Track record of team leadership and people development in a diverse and complex environment

Desirable Criteria

  • Understanding of (or ability to assimilate quickly) public sector governance processes

Experience

Essential

  • Previous experience working in fast-moving project and/or programme environments with numerous stakeholders and in delivering ambitious change agendas
  • Experience at using systems to generate management information/reporting to drive decision making
  • Experience of working at varying levels with internal and occasionally external stakeholders
