Job Title: CTP - Inclusion, Diversity & Equality (IDE) People Delivery Lead
Salary: £48,997 to £60,115 plus an allowance of £1,639. You will receive £48,997 the band minimum. Progress to the band maximum of £60,115 will be via incremental progression

The Counter Terrorism Policing Headquarters (CTPHQ) is the hub of the UK CT policing network. Specialist Operations (SO) is a dynamic unit of the Met Police that gives us specialist policing capabilities. Together, they help to keep the country and millions of people safe from terrorism.
The events of summer 2020 and the Black Lives Matter campaign have led us to embark on an ambitious programme of inclusion and diversity activity. We aim to inspire generational change in the culture of CTPHQ and SO. Now, we’re looking for someone just as ambitious to help make it happen.

It’s a challenging remit where you’ll champion inclusion, diversity and equality, devising strategies and driving a positive cultural change across everything we do.
Responsible for the creation and implementation of delivery plans, and ensuring that they align with the MPS strategy, you’ll co-ordinate a close-knit team in the delivery of a programme of work. This will see you influence at all levels as you bring together the work of our Listening Circles Governance Board, People Boards, LRPMs and Diversity Boards to ensure that joined-up, holistic and powerful approach.
To succeed, you’ll need:
- A proven record of managing organisational change in the field of inclusion, diversity and equality (IDE), with the ability to move fast, navigate ambiguity and maintain resilience when challenged on difficult messages.
- The skills and experience to innovate, push boundaries and deliver change in new and creative ways, and an appetite and eagerness to see the impact of that change.
- The ability to facilitate meaningful and positive learning experiences, thinking creatively on how to integrate learning across our business group.
- To be a highly effective communicator, who can work with a range of stakeholders and senior managers.
- The ability to build rapport quickly and positively influence a wide range of people at all levels.
Job Summary
Following on from the events of summer 2020 and the Black Lives Matter campaign, CTPHQ/SO have embarked on an ambitious programme of inclusion and diversity activity. The ambition is to drive generational change in the culture of CTPHQ/SO across all protected characteristics, and to achieve that requires a lead coordinating resource.
The individual will have the experience, to implement and embed the Inclusion, Diversity and Equality priorities for the Business Group. This will include responsibility for the creation and implementation of delivery plans, ensuring that they align with and complement the MPS strategy. As well as driving a wide-ranging liaison with various CTPHQ/SO partners. The post will also co-ordinate with a small team of colleagues attached from within SO OCUs responsible for delivery of a Programme of work.
The individual will draw together the work of the CTPHQ/SO Listening Circles Governance Board with the CTPHQ/SO People Boards, LRPMs and Diversity Boards to ensure that there is consistency in IDE approach, to avoid duplication and to maximise the opportunities to collaborate and share resources and effort.
Key Tasks
The post holder will be required to do the following:
- Provide a co-ordinating role for Inclusion, Diversity & Equality across CTPHQ and SO, by linking in with MPS and National leads and other existing governance structures, and providing support to CTPHQ/SO staff and officers in their experience at work by championing inclusion, diversity and equality awareness and advising around policy and practice.
- Develop and implement an IDE people performance framework to ensure progress is monitored and reported
- To design, spearhead and implement IDE initiatives, and to track progress and performance against CTPHQ/SO IDE goals.
- Identify IDE best practice and establish relevant IDE benchmarking.
- To support the delivery of the CT People Strategy in relation to IDE.
- To work collaboratively with Business Managers and HR leads across the CT regions to drive the IDE agenda.
- Deliver meaningful and sustained cultural change through authentic advocacy for our approach to IDE, creating and moderating brave spaces for dialogue and learning around IDE while challenging conventional wisdom.
- Working closely with the internal communications team to deliver an effective communications strategy that will lead to behavioural and cultural change, and raise awareness of IDE.
- Working with HR Talent & Attraction Manager to design processes to improve attraction levels across all protected characteristics groups.
- Maintain delivery and run capability building and development for both police officers and police staff
- To work with external stakeholders in understanding best practice from outside the MPS and seeking innovative and creative initiatives to ensure that measureable, visible, and permanent change is delivered.
- To provide oversight and management in regards to the IDE governance structure, with specific responsibilities to support and drive the SO/CTPHQ Diversity Board and SO Listening Circle Programme Board
Vetting
This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.
Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
